pamsey County legis~lation 1977

The 1977 Ramsey County Legislative program is organized into 20 s~parate
bills. The following narrative describes each bill, section by section.
All the proposals modify existing statute and/or add to Laws 197~Chapter
435, the Ramsey County Code. A number of the code modifications merely
change the method of section, subdivision and subsection identification
making the Ramsey County Code consistent with the method used by the
Revisor of Statutes.

The county is also seeking modification of certain state-wide statutes
which place specific restrictions on Ramsey County. These modifications
are sought in order to allow the Board of County Commissioners the lati-
tude necessary to operate an effective urban county government. None of
these modifi, cations effect any other county and where such distinction
was necessary the ne..., language "except in Hennepin and St. Louis counties"
has been added.

In all instances the terms Code or Ramsey County Code refer to Laws 1974,
Chapter 435.

Bill #'1.

Section 1.

.Amends Minnesota Statutes 1974~ Se-ction 43.3281 Suhdivision 2 bydelet-
ing Ramsey. County from the state-wide mileage allowance law. Ramsey County
has its own mileage pr~visibn in code section 1.0214. The coda already
specifically exempts Ramsey County from the state-wide statute and this
proposal merely cleans up existing law.

Section 2.

Amends Minnesota Statutes 1974, Section 274.16 codifying existing county
procedure where the Department of Property Taxation calculates changes
i~ assessment lists and places the responsibility for calculating these
changes with the County Assessor. This change will mal:e Ramsey County
procedure consistent with the other counties.

Section 3.

;~endsMinnesota Statutes 1974, Section 357.09) Subdivision 5 by ~xempt-
Lng Ramsey County from the state-wide Sheriffs Fee Schedule. Hennep~n
County is' included as they already haVE': a special 1m., exempting them and
this ~ction will clean up the statute. The existing state-wide fee sche-
dule is not realistic in urbanized counties.

Section 4.

!'.!:':ends }fi:r:.::lesota Statutes 1974, Section 373.25, Subdivision 1 by 3pply-
iuS the s~at2-wide statute for acquisition and mainter~nce of co~~ty
administration buildinS3 to Ramsey County.
