MR. FRANK USENIK, 2955 West Owasso: As I laok at this,
cbout ~ll we're doing is paying for that r02ld and storm sewer
end there's nothing else. It seems that the big benefiters
are going to be the people that are putting in this development
project, plus maybe Mr. Reiling who.s going to sell the property.

COUNCILMAN HESS: There's no (inaudible) for him to pay.

MR. HONCHELL: He owns two lots.

MR. DON AHLSTROM, 3057 West Owasso: I concur with the
gentlemen and what he just said. I can see how Mr. Reiling
would benefit from this, but for myself it has no benefit,
and we just own - I doubt even if cny of our water even would
get that fer do\Yn to the valley. And another thing I'd like to
ask is how was this blue line determined?

MR. HONCHELL: By field observation before actual
assessments would be levied. If the project goes forward,
we would do more precise surveys.

MR. AHLSTROM: They just walk down there and look ~round.

MR. HONCHELL: It's their best opinion. If we find your
water does not reach any of the improvement, then you would not
be assessed.

COUNCILMAN CURLEY: What's this (inaudible) lot. That
lot runs all the way back now. If this goes through you could
subdivide.

MR. AHLSTROM: We don't own that.

MR. DOUG STRONG: He doesn't O\Yn that - just this one.

COUNCILMAN CURLEY: I see.

MR. FRANK LARSON, 3017 West Owasso Boulevard: I own the
lot behind - Lot 17. I feel it's not going to benefit
me any whatsoever (inaudible). Maybe Reiling can rent the
thing out to people who have horses if this doesn't go through,
because he rented some lend to people who raise horses next to
us and you're looking at some undeveloped (in2ludible) that I
feel if he wants it improved - what happened years ago when the
contractor would corne in, he paid for the land, the roads

-17-
