MR. PEICKERT: What are they going to do cbout the
houses about 30 feet below my house - what will happen from
(inaudible) mamely when the wind is blowing from the east to
the west?

MR. HONCHELL: I assume it will go from the east ro the
west.

MAYOR DEMOS: You haven't owned that house very long.
Did you not know it was platted when you bought the house?
This is what I don't understand - is that this has been
platted for 30 years.

MR. PEICKERT: Why doesn't the person who owns the land
pay to get it developed? I can afford it - to pay $5,000, but
c lot of people probably can't/

MAYOR DEMOS: The people who will be devloping this
actually will be paying the assessments. There will be some
exceptions, but for the most part there may be !"1ome owners in
excess of 30 years, but for the most part these people have
not lived here this long and it has been platted. In other
,^,ords, at the time they bought their house.

MR. PEICImRT: I don't think they lcnew they were going to
pay for it.

MAYOR DEMOS: If they had 2 lot behind them - nob':>dy pay
it for you.

MR. FEICKERT: Also, the price of a half c million dollars
to develop 60 lots - does that sound reasonable to you?

MAYOR DEMOS: Knowing what the prices are, yes.

MR. PEICKERT: I'm an electrical engineer, and estimate
jobs for the city every day, and sometimes the city doesn't
know how much they should pay for a development.

COUNCILMAN GRAUEL: I d::>n I t think that it's pretty
hard t.O be in a posit ion to make a judgment here on the feelings
of whether or not an assessment is too high. You make the
statement to us - what does it cost for a residential lot in
the City of Roseville, and I would say that could vary immensely.

-19-
