MAYOR DEMOS: I said at one time they came before the
Council and told us the taxes and assessments they had paid on
lots - two or three people - and not Mr. Reiling - who told us
what they had paid over the number of years and at that time
they told us what they had been offered by the county and that
figure was greater than what they were being offered by the
county. One thing we have to consider. Do we have the right
to confiscate a person's property by non-development. Now,
literally, when we make someone sit and tell them they can't
build, we're confiscating their property. You know and I know
that all the kids from that area use that whole area to play
in. They use motor bikes - they use snowmobiles. Everyone
uses it. Now, how long do we go on confiscating - that's what
the city does when they don't allow it to be developed.

MR. NOSBISH: The people along Owasso Boulevard that
own double lots - if you tally what they have paid over a
number of years, that comes to quite an amount. And their
land is undeveloped. I'm against it, but is his land mostly
by Avon and Brenner?

MAYOR DEMOS: I don't know. He made a statement that
it was up near Avon and Brenner.

FROM THE AUDIENCE: We don't like to have our land sit
there for lO or 15 years. We can't use our land. For 10
years we haven't been able to do a thing with it. It's 1923
Millwood. We bought the land to develop it. It was an
investment. We haven't gotten a penny out of it and we have
been paying and paying. We bought the land to develop ana
it's been costing us money and we can't do a thing with it.
It's being used by the people as a public park and that's
not fair. We're not in the public park business.

Several persons talking at the same time

MRS. MARY HANSEN, 3161 West Owasso Boulevard: Our back
property is right next to Valley Park, and we own the whole
piece there. Number 1 - the thing that strikes me tonight -
it seems like we don't get involved with things unless it's
our pocket books or our back yanGs, and I think we ought to
tune in on what's happening within our whole city limits. We
bought that property about three years ago, and I was under
the impression it would go into Open Space and I got on the
band wagon and fought a lot of battles with Ramsey County to

-34-
