get it into Open Space. The things you said - that permits
could not be issued because it was going through the process
of Open Space - so I'm a witness to that. I feel badly be-
cause I wanted it. to go into Open Space, but I understand
people own this and want it developed, and I'm wondering if
the people who own the property understood how we wanted it
in Open Space as much as they now want it developed. My one
question is wi~h the blue lines. will further studies be
made ~o find out exac~ly where the water runs?

MR. HONCHELL: Yes.

MRS. HANSEN: But after a decision is made.

MR. HONCHELL: If ~he prpject moves forward.

MRS. HANSEN: What if you found water in my front yaud
did nothing there?

MR. HONCHELL: If water from any part of your land went
there you would be assessed, but if it didn't, then you
wouldn't be assessed.

MRS. HANSEN: Does any of that water go east? Is there a
possibility that some of that property and that adjoining me
would go east to Lake Owasso?

MR. HONCHELL: By the preliminary investigation, the
parcels are split - the fron~ goes east and the rear goes west.

MRS. HANSEN: I'd be interested in seeing some further
studmes on it when it goes through.

MAYOR DEMOS: Anyone else? Anyone else wish to be heard?

MR. PAUL TRACY, Big Lake, Minnesota: About ten years ago
I bought this property, and there's people here tonight saying
they own lots behind here they don't want to be assessed for.
I admit I didn't pay top dollar when I bought the property
ten years ago, but I bet these people didn't eigher, so they're
being assessed for something and if this goes through here,
five years from now you own the homes and (inaudible) I'm
for letting me develop my land that I've had for ten years and
live been deprived of it. They'll take the profit too.

-35-
