MAYOR DEMOS: In a contract agreement on a home, that
is specified for the actual dollars and cents. Are there
any other statements pro or con? I guess I'm a bit curious
as to why people signed the petition "for" and then asked
to have their names removed by signing the negative petition.

MR. HIGHUM: Some of the questions I asked were points
of information that the people had been given with the second
petition. I think it created, in some cases, a little bit of
confusion on the part of the petition signers. In one case
they thought they were going to get a good project, and in
the second case they were convinced they would get a bad
project, and so we got some duplication of signatures. We
took a straw vote or (inaudible) through the neighborhood
on Saturday, and of the original petitioners we had l2 that
still wanted their names to remain. We had one man who signed
on the original, sign on the second, and he said now He doesn't
know if he's for or against. One party wished to remain neutral
and three - Mr. Arv Johnson, Horace Wood and the party named
Kies, signed off the list, but indicated on Saturday they
were for the street project, and those las three names were
all on the original petition.

MR. GRANVILLE GUTTERSEN, 1439 woodlynn: I think one of
the other reasons for the switch in the petition was the
fact that when Mr. Highum gave us the first figures, the
estimates for the project, he used about $690 per house,
and according to Mr. popovich - for $14,500 it will work out
to about $607 per house so I think the estimate was pretty
close, and the people who came around with the other petition
talked about $2000 or $3000 and I think that's part of the
reason for the second petition.

MAYOR DEMOS: Any other comments? If not, I will bring
the hearing to a close and the council can make its delibera-
tion. We know at this point that we have 12 for, and according
to the statement made, there may be three more for, which
would make it 15 out of 24.

MR. ANDRE: Does that include Larry Overskei?

MR. HIGHUM: Yes.

Councilman Grauel then introduced the following resolution
and moved its adoption:

8
