<br />The proposal does not include any assessments being levied <br />on the state property. The fiscal agent will give you some <br />figures in a moment. The state regulations are that we cannot <br />impose assessments on the street. t~e have to request them to <br />participate in any of the funding. As such, we did not antici- <br />pate that that would pay for part of the improvement. ~ve will <br />attempt to have them pay and we have sent them notices of these <br />hearings but they have to agree before the payment would be <br />received. If this improvement is approved tonight it is <br />anticipated that it would be constructed late this construction <br />season with the surfacing being placed in the spring of next <br />year. <br /> <br />ACTING ~~YOR GRAUEL: I now call on Mr. Fred Peterson to <br />give a summary of the financial aspects of the improvement. <br /> <br />MR. PETERSON: The total cost of the improvement is esti- <br />mated at $52,042.20. Actually this is an estimate. This is a <br />feasibility hearing and we do not make any particular assessments <br />for the project until such time as the total costs are known as <br />to what that amounts to. There are three assessments in the <br />improvement: sanitary sewer, watermain and street. We have <br />determined that there are 1,Ol7 front feet of assessable footage <br />and if we would work on the basis of 100% assessment, this works <br />out to be sanitary sewer at $9.50 per front foot. This I,Ol7 <br />of assessable frontage does not include the portion adjacent <br />to the state owned land at the right of way of street. The only <br />private property is on the north side and in the Feist Cemetery <br />on the south. <br /> <br />It is estimated there would be a total number of nine <br />service connections for the watermain. For the sanitary sewer <br />the cost would be $313.07 per connection and for the watermain <br />the assessment would be $191.33. This is based on the nine <br />connections. The actual costs will not be determined until <br />construction bids are let and all of the work completed. <br /> <br />As far as the state is concerned, based on 1,017 assessable <br />front feet, it would work out to be $27.29 a front foot. <br /> <br />As to the feasibility of this improvement, the engineer <br />has recommended the improvement and these are projected costs <br />to property owners based on lOO% assessment. <br /> <br />ACTING ~~YOR GRAUEL: That excludes the state property? <br /> <br />MR. PETERSON: It would be better if it were brought in. <br /> <br />ACTING MAYOR GRAUEL: There may be questions from people <br />later on.
