<br />C. project No.3. The existing ponding area at <br />the southwest corner of Snelling Avenue and County Road C <br />is inadequate to handle the water flow generated at times <br />of heavy rains. This causes flooding on adjacent private <br />property at such times. By enlarging and deepening the <br />ponding area this problem will be eliminated. <br />D. Project No.4. The pond located at the southeast <br />corner of Fairview and County Road C has a prevailing <br />ground elevation that is higher than the invert of the <br />78" outlet pipe under County Road C. The runoff from <br />the highly developed area to the south of the pond reaches <br />the pond quite soon at the time of rainfalls and this <br />proposed improvement will delay the flow and therefore <br />relieve flooding conditions downstream. <br />E. Project No.5. County Ditch No.4 between <br />Fairview Avenue and County Raod C to Oasis pond has very <br />steep banks and siltation has impeded water flows. This <br />improvement will reconstruct County Ditch No. 4 so that <br />it will be capable of handling water flows. <br />5. That the improvements petitioned for be accompli- <br />shed through the Public Work~ Department of the City of <br />Roseville pursuant to MSA Section 112.67. <br />6. That before the improvements herein petitioned for <br />be ordered in by the Managers of the Watershed District, <br />that there be certainty that any funds necessary to finance <br />the local share of the cost of such improvements will be <br />available through the issuance of bonds. <br />7. That the improvements petitioned for will be <br />conducive to public health, convenience and welfare. <br />8. That the petitioner will pay all costs and expenses <br />which may be incurred in the event the procedings are <br />
