Project No.5. Restoration of open drainage <br /> <br />portion of County Ditch No. 4 from Fairview Ave. and <br /> <br /> <br />County Rd. C to Oasis pond. <br /> <br />2. That descriptions of the lands over which the pro- <br /> <br /> <br />posed improvements pass and are located are set forth in <br /> <br /> <br />Paragraph 1, above, and are further described on the map <br /> <br />attached here~b as Exhibit "A". <br /> <br /> <br />3. That the improvements petitioned for will benefi- <br /> <br /> <br />cially affect the Lake Johanna and Lake Josephine sub-wa.tersheds <br /> <br />of the Rice Creek Watershed and will further have a beneficial <br /> <br />affect on bhe entire Long Lake chain within the Rice Creek <br /> <br />Watershed. <br /> <br /> <br />4. That the improvements petitioned for are necessary <br /> <br /> <br />for the following reasons: <br /> <br />A. Project No.1. Storm water from the City of <br /> <br />Roseville discharges directly into Lake Josephine on its <br /> <br /> <br />southern shore adversely affecting the quality of the <br /> <br /> <br />water in Lake Josephine. This project would improve the <br /> <br />water quality and reduce the sediments in the lake by <br /> <br /> <br />intercepting storm water and holding it in a sedimenta- <br /> <br />tion pond before discharge into Lake Josephine. <br /> <br />B. Project No.2. County Ditch No.4 currently <br /> <br /> <br />is open with severe side slopes and at times of heavy <br /> <br />rain there is periodic flooding and extensive erosion <br /> <br />because the ditch is inadequate to handle the high <br /> <br />volume and high velocity of water flows generated. The <br /> <br />erosion along the ditch flows into Little Lake Johanna <br />
