<br />3. The notice shall state the date, time and place of the <br />meeting, the general nature of said improvement, the area pro- <br />posed to be assessed, the total cost of the improvement, that <br />the proposed assessment roll is on file with the Manager, and <br />that written or oral objections thereto by any property owner <br />shall be considered. It shall be published once in the official <br />newspaper of the City at least two weeks prior to the hearing, <br />and shall be mailed to the owner of each parcel described in <br />the assessment roll, not less than two weeks prior to the date <br />of said meeting. <br /> <br />4. For the purpose of such mailed notice, owners of said <br />parcels shall be those shown as such on the records of the County <br />Treasurer. Every property owner whose name does not appear on <br />such records (other than owners of property which is tax exempt <br />or is taxed on a gross earnings basis) shall be deemed to have <br />waived such mailed notice unless he has requested in writing <br />that the County Treasurer include his name on the records for <br />this purpose. <br /> <br />5. The Manager is directed to mail notice to all of the <br />abutting property owners benefitting from said improvement and <br />listed on said revised, proposed assessment roll. <br /> <br />The motion for the adoption of the foregoing resolution <br /> <br />was duly seconded by Councilman Hess <br /> <br />and upon vote being <br /> <br />taken thereon, the following voted in favor thereof: <br /> <br />All present <br /> <br />and the fOllowing voted against the same: NOne <br />whereupon the resolution was declared duly passed and adopted. <br />
