<br />FROM THE AUDIENCE: Yes, but I believe Mr. Rivard should <br />have the privilege of speaking first. <br /> <br />MR. DONALD ZALK, 3044 Shorewood Lane: I speak in favor <br />of the improvement. We have had five reported burglaries in <br />the neighborhood. We have had numerous cases of vandalism. <br />There may be some "cons" as far as the aesthetic value of the <br />neighborhood, but without question, the possibility of (in- <br />audible) safe neighborhood is on the minds of all the people <br />that signed the petition. We have 22 names on the petition. <br />I think I heard 26 affected properties. I am here to speak <br />in favor of it and encourage your support. JOSEPH RIVARD, 3083 Shorewood Lane: I might clarify <br />for the Council any misunderstanding which might arise because <br />of the number of people who signed the petition which was pre- <br />sented to the village aSking for the study. Toddie Smith, <br />my good neighbor across the street, started this. I prepared <br />that petition for her. I didn't sign it. We're all good <br />friends. A lot of people who signed requesting the study did <br />not intend by signing the petition to make anyone think they <br />were in favor. They were merely helping a friend get a <br />question before the village Council. Mr. Zalk and Mr. Meyer <br />talk about lighting being a deterrent to crime. I don't be- <br />lieve this. The Swanson's across the street have arc lights <br />in their backyard, and I believe there was a problem there. <br />I was a Juvenile Court Referee for several years, and when <br />somebody wants to get in a house they don't care about the <br />lighting. There are 26 affected property owners on Shorewood <br />Lane. All those people who are opposed to this matter are not <br />here tonight. I wish they were. I think you folks are im- <br />pressed with bodies. Nevertheless, of the 26 property owners, <br />l5 of these property owners have signed a petition which I am <br />going to present to you. This petition is to the Mayor and <br />Council of the City of Roseville and reads as follows: "We, <br />the undersigned property owners and residents of Shorewood Lane <br />
