<br />the eight inch system further south along Lexington, crossing <br />Lexington to the east side where it would hook into an eight <br />inch line being constructed now jointly by Paster Enterprises <br />and the elderly high-rise constructed on the Johnson property. <br />A portion of the Paster property on the west side of Lexington <br />and the Minnesota Federal Savings institution has been assessed <br />for the previous watermain and would not be assessed in this <br />project. <br /> <br />MR. PETERSON: This involves a tract of land that has <br />already been developed, and some tracts that are undeveloped. <br />There is a total published cost of $52,815. There are 716.89 <br />assessable feet and in order to work this out - the Standard <br />Oil property that's already developed, in conformance with your <br />past practice, would be assessed at $8.50 per foot, and the <br />other two undeveloped properties would be assessed at 100% of <br />the total cost which works out to be $57.63 for a total of 616.89 <br />feet, and this would be the Margolis property and the Paster <br />property. This would be payable over a 20 year period with <br />the 8% on the deferred charges. And, of course, everybody <br />would have the right to prepay within the first 30 days after <br />the assessment roll is adopted. <br /> <br />MR. IRV MARGOLIS: I represent the owners of the property <br />on Lexington and Larpenteur on the northwest corner. I can't <br />see where this watermain would benefit us any way. We're al- <br />ready hooked up to the St. Paul water system, and for our <br />sprinkler system we're hooked on to the Roseville system, so <br />we derive no benefits from this. Yet, we would be taxed for <br />it, so on the basis of that we are not in favor of this project. <br /> <br />MAYOR DEMOS: When we come through with an improvement of <br />this sort, it's to serve the property, not necessarily the <br />current owner or the current use. There could be, in 15 years, <br />someone come in and decide to redevelop that. You might decide, <br />and it might be more feasible to connect for some reason or <br />another if you develop what you have - the parking lot there <br />into a building of some sort - and serve it from Roseville. <br />
