<br />JOINT POWERS AGREEMEN'r <br /> <br />rnus AGREEMENT is made by and between the Cities of Arden <br />Hills, New Brighton, ~1oundsview, Shoreview, North Oaks, Roseville, <br />Little Canada, Lauderdale and Falcon Heights, all located in <br />the County of Ramsey, State of Minnesota. <br />WIlliRE~S, the Northwest Suburban Youth Service Bureau is a <br />non-profit corporation providing counseling and guidance programs <br />to youths residing in the northwest suburbs of the City of Saint <br />Paul, including the municipalities which are signatories to <br />this Agreement; and <br />WHEREAS, the municipalities which are parties to this <br />Agreement intend to act as the sponsors of the Northwest <br />Suburban Youth Service Bureau by providing monetary support for <br />its activities, which activities are considered to be in the <br />best interests of the citizens of the signatory municipalities; <br />and <br /> <br />WHEREAS, the City Councils of the municipalities signatory <br /> <br /> <br />to this Agreement have made resolutions supporting the programs <br /> <br />of the Northwest Suburban Youth Service Bureau and have agreed <br /> <br />to share in the financial responsibilities for matching funds <br /> <br />provided by State, Federal and County grants; and <br /> <br />WHEREAS, it is the intent of the municipalities which are <br /> <br />signatories to this Agreement to provide a formula for apportion- <br /> <br />ment of the financing of the Northwest Suburban Youth Service <br />
