<br />Each municipality shall pay an amount equal in percentage <br />to the particular municipality's per capita population as <br />compared to the per capita population of all of the muni- <br />cipalities signatory to this Agreement. The populations <br />of the municipalities shall be determined by using Metro- <br />politan Council population Data available at the first <br />of each calendar year. Said total amount payable by the <br />signatory municipalities shall not exceed 15% of the 1978 <br />budget approved by the Financial Board. If this Agreement <br />is extended pursuant to Paragraph 6, below, said total <br />amount payable by the signatory municipalities shall not <br />exceed the percentage of the entire budget set by the <br />Financial Board, established pursuant to Paragraph 5, <br />below. <br /> <br />4. Amounts payable by the municipalities signatory to <br /> <br />this Agreement pursuant to Paragraph 3, above, shall be paid <br /> <br />to the City of Roseville which will, in turn, as consideration <br /> <br />for the contract for services with the Northwest Suburban <br /> <br />Youth Service Bureau referred to in Paragraph 1, above, pay <br /> <br />said amount to the Northwest Suburban Youth Service Bureau. <br /> <br />5. This Agreement is contingent upon the Northwest <br /> <br />Suburban Youth Service Bureau having one representative appointed <br /> <br />by each of the city Councils of the municipalities signatory <br /> <br />to this Agreement, to its Board of Directors~ this Agreement <br /> <br />further is contingent upon the Northwest Suburban Youth Service <br /> <br />Bureau establishing a separate Financial Board composed exclu- <br /> <br />sively of the members of the Board of Directors appointed by <br /> <br />the municipalities signatory to this Agreement, which Financial <br /> <br />Board shall have the right to finally approve or disapprove <br /> <br />the budget of the Northwest Suburban Youth Service Bureau, <br /> <br />referred to in Paragraph 3, above. <br /> <br />6. This Agreement shall not become effective until such <br /> <br />time as it is signed by municipalities with a total per capita <br /> <br />- 3 - <br />
