<br />EXTRACT OF MINUTES OF REGULAR MEETING OF THE <br />CITY COUNCIL OF ROSEVILLE. MINNESOTA. HELD <br />ON NOVEMBER 9, 1977 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof. a specialmeeting of <br />the City Council of the City of Roseville. Minnesota, was duly called and <br />held at the city hall in said city on the Ninth day of November. 1977 at <br />5:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos, Councilmen Hess, <br />Curley and Grauel <br /> <br />and the fo 11 owi ng members were absent: councilman Anderson <br /> <br />Member Grauel <br />and moved its adoption: <br /> <br />introduced the following resolution <br /> <br />RESOLUTION NO. 6577 <br /> <br />A RESOLUTION OBJECTING TO CONSIDERATION OF WASTEWATER <br />RESTRICTIONS AND LIMITATIONS TO Tf~E METROPOLITAN WASTEWATER TREATMENT <br />PLANT AT PIG'S EYE LAKE IN THE r~ATTER OF NPDES AND STATE PERMIT HEARING <br />DOCKET NO. PCA-78-006-EG <br /> <br />WHEREAS. on November 7, 1977 the City of Roseville learned through <br />correspondence with the Associit'on of Metropolitan Municipalities that as an <br />issue in the National Pollution Discharge EUlRination System and State Disposal <br />Pennits hearing (Docket No. PCA-78-006-EG) corrmenced November 2, 1977 for the <br />metropolitan wastewater treatment plant located at 2400 Childs Road. St. Paul, <br />Minnesota, 55104, near Pig's Eye Lake, a restriction or moratorium on additional <br />wastewater materials to that plant from either new or existing connections was <br />being considered; and <br /> <br />WHEREAS, the NPDES permit hearing notice did not include as possible <br />subject matter the above mentioned moratorium; and <br /> <br />WHEREAS. all parties affected by such moratorium issue were not duly <br />notified; and <br /> <br />WHEREAS, learning of this matter through a private organization does <br />not constitute legal or proper notice; and <br /> <br />WHEREAS. the City of Roseville has not had proper and sufficient time <br />to analyze the impact of such a moratorium; and <br />
