<br />WHEREAS, the City of Roseville has determined that there are obvious <br />economic impact including but not limited to substantial current public invest- <br />ment in stormwater, sanitary sewer, water and street utilities based on impend- <br />ing development assessments which would not be forthcoming that could cause bond <br />default or severe taxing of the city's residents; on the 14 million dollars of <br />outstanding indebtedness; and <br /> <br />WHEREAS, the City of Roseville has determined that there are abvious <br />social impact, including but not limited to the loss of necessary housing stock <br />development for over 2.000 people including senior citizens and the loss of em- <br />ployment opportunities for our citizens estimated at a minimum of 1,000 jobs. <br /> <br />THEREFORE, BE IT RESOLVED that the City of Roseville strongly objects <br />to the consideration of waste inflow moratorium in the current NPDES permit hear- <br />ings for the metropolitan waste control plant located at Pig's Eye Lake in St. <br />Paul. Minnesota. <br /> <br />FURTHER, ~E IT RESOLVED that this objection is based on legal, economic <br />and social grounds which the city has not yet had time to fully explore and pre- <br />sent at the said hearings. <br /> <br />AND FURTHER, BE IT RESOLVED that the City of Roseville requests that <br />the Hearing Examiner accepts and places in the record this Resolution as formal <br />objection to the consideration of the moratorium issue. <br /> <br />The motion for the adoption of the foregoing resolution was duly secondec <br />by t'lember Hess and upon a vote bei ng taken, the fo 11 owi ng voted <br />in favor of the resolution: All present <br />and the following voted against the same: None <br />WHEREUPON, the said resoltuion was declared duly passed and adopted. <br /> <br />STATE OF MINNESOTA) <br /> <br />COUNTY OF RAMSEY ) SS <br /> <br />CITY OF ROSEVILLE ) <br /> <br />I, the undersigned, being the duly qualified and acting Manager of the <br />City of Roseville, of Ramsey County, Minnesota, do hereby certify that I have <br />carefully compared the attached and foregoing extract of minutes of a special <br />meeting of said City Council held on the 9th day of November, 1977, with the <br />original thereof on file in my office and the same is a full, true and complete <br />transcript therefrom insofar as the same relates to the matter of NPDES and State <br />Permit Hearing Docket No. PCA-78-006-EG. <br /> <br />WITNESS MY HAND officially as such Manager this 10Th day of November, <br /> <br />1977 . <br /> <br />i .' <br />"';.f i c..; . <br /> <br />.' {---v-,.
