<br />to where it would connect to an existing storm facility in <br />Roselawn. At that same time, the cross drainage facilities <br />that are culverts would be abandoned, and drainage would no <br />longer be going through the back of the lots in this direction. <br />It would still come in this direction somewhat because that's <br />the natural flow of the land. <br /> <br />There are some unusual problems that exist in this road- <br />way. You notice that it is shown as Alternative 1 which goes <br />f~om Roma to Roselawn, the entire length of the petition. In <br />order to provide this construction, however, it is necessary <br />to also have additional storm drainage facilities put into <br />place. Those of you that are familiar with the area know there <br />is a large hill approximately in this location, about 400 feet <br />north of Ruggles, and it drains from there down to Roma, and <br />also across Roma westerly to the intersection, and also comes <br />from the south from the Larpenteur location, again to Roma and <br />going overland to the west. There are no drainage facilities <br />existing in this area, and it is our opinion that without <br />these facilities it would not be possible to properly construct <br />the roadway. This means that for this entire petition to be <br />implemented, it would be our recommendation that a rather <br />extensive storm drainage area may be required. Could I see <br />that drainage area slide please? This area consists of approxi- <br />mately 55 acres. It may not be necessary to involve all of <br />this area which is south of what is listed as Roselawn, down to <br />Larpenteur, and from the cemetery area across Lexington almost <br />to Fernwood. They have not done an extensive study because the <br />storm sewer was not petitioned for. In the event that the <br />entire roadway were improved, we feel that at least a portion <br />of this storm drainage area would have to be constructed to <br />carry the water that is going to be accumulating in this area, <br />away from the facilities. ~fuen proper storm drainage facili- <br />ties and catch basins are installed (inaudible) it is not <br />possible to have the water drain overland any longer from the <br />catch basins. The grades aren't proper for this to occur, so <br />the storm drains would be needed. <br /> <br />There are two possible ways it could go out - southerly <br />and easterly, and eventually in St. Paul near the other side <br />of Largenteur and Victoria, or it could potentially go westerly <br />across Lexington and through some other storm sewer facilities <br />that the city has at that location. <br /> <br />Once again I would say we do not have all the detail <br />because it was not petitioned for. If this was to be completely <br />done, we would recommend that a storm sewer study be completed, <br />and the decision would have to be made at this time to complete <br />paving on this street. <br /> <br />It is possible, however, at this time, to consider what <br />is shown as Alternative 2, again beginning at Roselawn, but <br />this time stopping at the northerly edge of Ruggles.
