during that 20 year period, and obviously within the 30 days
after the assessment hearing which would not be held until next
fall - a year from now.

rm. ANDRE ~ There are no communications on this project.

MAYOR DEMOS: I have one question. You said this petition
was 46%. If we went to Alternate 2, it exceeds 50%.

1m. HONCHELL ~ If Alternate 2, it would be half of the
property owners that signed the original petition.

HAYOR DEr-1OS: At this time I ,.,ill open the hearing to the
public. I ask that you come to the microphone and state your
name and address and your position on Aglen Street.

fm. PAT GORr1AN, l89l Aglen ~ ~1y \-life and I are the ones
that took up the petition. The reason my wife and some of our
neighbors are here is to make our part of Roseville a little
better looking area. 110st of the homes were built in the 50's
and you drive down the street now and you find a lot of
improvements are being made. ~fuy not up-grade the street?
The improvement plan for our street would be taking a make-shift
street that was constructed over 25 years ago and has been
patched year after year. A comment was made by a neighbor that
if we don't have a street, we have a patch on patch job, and
making it a modern street would enhance the appearance of our
neighborhood. There was an article in the Pioneer Press a
couple of weeks ago I feel applies to our neighborhood. A
Professor of Sociology said neighborhoods go through life
cycles just like people. Populations age like houses, and you
have an aging neighborhood, finally a declining neighborhood.
Let's up-grade our area now rather than let it decline. I
know it will cost money, but if we wait it more than likely
will cost more money, and I feel sure that the time will come
when curb, gutter, and a permanent street will be a fact for
Aglen Street, so let's get the job done now when we can get it
at the prices where they are now. They're not going to get
any cheaper, so let's take it now, and undoubtedly, I'm in
favor of it.

UR. EUGENE TSCHIDA, l876 Aglen: I have to go along Nith
Pat in everything he said, and I think you go down the street
now - many people have made improvements on their homes and we
still have the same damn old street that looks terrible down
each side, and you talte for Pat and ,V'here Bruner's live, they
have the drain going down that catches the mud and debris
(inaudible) and dumps in his yard and I think this storm sewer
should be put in so it goes in a drain down there that isn't
going through his yard all the time. I think we need this
curb to up-date that neighborhood, and I think the people, once
it's in (inaudible) and go to places in the city that have put
