COUNCILr~N CURLEY~ The reason I ask the question is our
Public Works Administrator feels he couldn't recommend Alternate
1 without having a storm sewer feasibility report, is that
correct?

HR. HONCHELL: ThatOs correct.

COUNCIL~T CURLEY: We could go ahead (inaudible).

~1RS. rlILTON SEGAL, l83 7 Ag len : Hm., come they s topped at
Roma and did not go down to the end of the street? It's from
Roselawn to Dionne. How corne they stopped at Roma? There's
only one block - five or six houses.

rmYOR DEHOS: The Council did not institute this. This
carne in by petition. I can't tell you why they didn't go any
further. Since it came in by petition, we would not have the
right to go ahead and say we will do that block too.

HRS. SEGAL: It will be awfully funny to stop at one end
and leave one street without the curbing, and finish it off on
Roma when it should be finished off on Dionne.

COUNCILHAN CURLEY: I don't mean to be facetious, but a
year ago we tried to get a city-wide program, but doing it
piecemeal, it has to stop somewhere.

COUNCILMAN GRAUEL: It was the intent to present to the
residents last year a proposal to develop a street system -
permanent street system in the community - and those who were
opposed to it showed up at the meeting. Those who were in
favor of new streets did not show up, and consequently, the
proposal to put in new streets throughout the community was
voted down and we have to do the next best thing, and that is
to determine a policy and how we can assess the residents and
yet encourage them to build streets and continue to develop
our community in a manner that each of us could be proud, and
it's now got to be a piecemeal basis, on a petition by the
residents because I doubt if this Council is going to propose
something in the near future for improving the street system
in Roseville without a petition from the residents.

COUNCILrUlW HESS~ I feel our assessment policy of 25% at
$7.47 a foot against 100% is a good deal for the people on
Aglen Street. I thin]c in today' s market $ 7.47 a foot is a
real bargain because the rest is being spread over the city.
I would be in favor of this alternate No.2.

COUNCILr~T CURLEY: Needless to say, I was accused during
the campaign of promoting the whole thing a year ago and I
would love to see a few people up here (inaudible).

COUNCILHAN GRAUEL. then introduced the follo\'Jing resolu-
tion and moved its adoption:
