in two different ways. One, that all of Ryan and all of
Oxford be done, and secondly, all of Ryan and only the
nothern portion of Oxford would be done. Obviously,
nothing is going to be any different on Ryan - there is no
change. We would build the same thing on Oxford - at least
in the first alternative. The difference is how the assess-
ments are spread around. It was (inaudible) overall program
that was discussed a year ago. At that ttme the attempt was
to get not only the frontage streets paved, but also the side
streets. If no side streets ever get done, that will be a
bit of a hOdge-podge. One of the ways to do that is to have
larger projects and spread the expenses of the project over
more frontages and more assessable feet. If you recall, the
Ryan project was $29,583 with almost lOOO assessable feet.
Oxford is $24,000, but there are only slightly over 200
assessable feet so there's quite a disproportionate expense
per foot.

One of the reasons this was at least considered, was
because this would allow - with the completion of the Shryer
paving, and if portions of Oxford were done and Ryan, sort
of a small mini portion of the neighborhood to be completed.
At sometime these services and watermain are petitioned for
by (inaUdible) existing roadway is going to have to get torn
up to put them in and those expenses of tearing the roadway
up and putting it down as a temporary roadway probably only
16 feet wide and still off center didn't seem like a good way
to plan ahead, so this was put in essentially to provide the
opportunity to avoid those kinds of things if it should be so
desired - not to say it has to be that way. This is just an
alternative. The alternative carries the entire distance
plus Ryan.

Alternative 2 stops at North Ryan and goes to Shryer,
and naturally this means the costs to the frontages along
Oxford will be lower, conversely, the assessments on Ryan
are bound to be higher because part of the costs are being
picked up by the property owners on Ryan. No one is trying
to hide that fact. We want to be in the open with you and
get your opinion.
