MR. HONCHELL: It's a far different run-off, impervious
(inaudible) off these parking areas and roofs. We do have
a few things like the tennis courts that aren't too spongy -
and a wading pool - the method of draining is just shove it
off and let it run back in this same direction.

COUNCILMAN CURLEY: I suspect Knights of columbus and
King's Court like Alternate 3.

MR. HONCHELL: We'll allow them to make their own
presentation.

MR. POPOVICH: Alternate 1 - they will each put it in
themselves and pay the costs.

Alternate 2 - King's Court would end up with assessments
of $8,366.87. They have 1.17 acres. Knights of Columbus
assessments would be $11,871.93, which totals the $20,238
that was published.

If you go Alternate 3, and obviously you have to take
into consideration whether the City gets equal benefits along
with the others, the City of Roseville would pick up $7,994,
King's Court $4,816, and Knights of Columbus $7,427. This
would be over 20 years at 8% carrying charge with the right
of prepayment for the two property owners involved.

MR. ANDRE: There are no communications.

MR. HONCHELL: It's my personal opinion, since we've
never paid any assessments on the park, and since if the
improvement is to be done through the city process, that
we are also getting benefit from this - namely, the park
is draining toward the (inaudible) it would seem fair to me
that the city pick up a share.

COUNCILMAN CURLEY: I think if the city is getting some
benefit for the park, we should pay as well.

MAYOR OEmS: I would like to open the hearing. Anyone
from the Knights of columbus or King's Court have anything
to say?
