<br />NOW, THEREFORE, be it resolved by the City Council of the City of <br />Roseville, after consideration of the information in the Environmental Assess- <br />ment Worksheet and the factors of Minnesota's Regulation MEQC 25, makes the <br />following findings: <br /> <br />1. The project is a private action. <br /> <br />2. The project is not a ~ajor action because of the <br />following reasons: <br /> <br />a. The project is consistent with the goals and <br />objectives of the City of Roseville and the <br />City Comprehensive Land Use Plan. <br /> <br />b. The project is in conformance with all pertinent <br />ordinances and regulations of the City of Roseville. <br /> <br />c. The project will not overburden or otherwise nega- <br />tively impact the delivery or the capacity of muni- <br />cipal services or facilities. <br /> <br />d. The project is compatible with existing contiguous <br />land uses. <br /> <br />e. The project will not significantly alter important <br />site characteristics. <br /> <br />3. The project does not have the potential for significant <br />environmental affects for the following reasons: <br /> <br />a. The Environmental Assessment Worksheet does not iden- <br />tify any significant environmental affects. <br /> <br />b. The environmental affects that are identified in the <br />Environmental Assessment Worksheet can easily be <br />mitigated. <br /> <br />4. The project is not of more than local significance for the <br />following reasons: <br /> <br />a. The project is entirely within the corporate limits <br />of the City of Roseville. <br /> <br />b. No county, regional, or state facilities will be <br />negatively impacted by the project. <br /> <br />d. The project development plan is consistent with the <br />regional objectives and policies. <br /> <br />e. The project is in conformance with the City's Compre- <br />hensive Plan as originally adopted in 1959 and as <br />amended in 1969. <br />
