<br />which was published at $25,680.0Q. There are 5.2 acres in- <br />volved. It is proposed by the Public Works Department that the <br />matter be 100% assessed against the 5.2 acres, which would be <br />$4,938.46 per acre. We would propose that the assessments be <br />spread over a 20 year period at the normal carrying charge of <br />8%, with the right of prepayment at any time within 30 days <br />after the assessment hearing, or in any year thereafter. <br /> <br />MAYOR DEMOS: Are there any written statements? <br /> <br />MR. ANDRE: There are none, but I received a call from the <br />owner today and I would imagine he is here tonight. <br /> <br />MAYOR DEMOS: At this time I would like to open the hearing <br />to the public. Step forward to the microphone and identify <br />yourself, and the street address of the property. <br /> <br />MR. MORRIS GOLDMAN, the owner of the Har Mar Apartments: <br />This plan is aimed directly at me. Complete assessment of <br />$25,600.00 some dollars aimed at me. It is my contention this <br />is not needed. There is one on the site right now. There are <br />five buildings in a row. This is right behind the second <br />building. There has never been the need for the use of a hose <br />since those buildings were built, and this goes back over 15 <br />years ago. The largest fire that has been there yet was a <br />mattress fire. The damage done was done by the Fire Department <br />where they chopped holes in the walls and the ceiling - on a <br />mattress fire. I do not intend to pay $25,000.00 plus for <br />something that is not needed. The figure was mentioned of 13 <br />fires. I doubt very much if there may have been 13 fire calls <br />because someone smells smoke or gas and they call the Fire <br />Department. Ever since the building was built there has only <br />been one claim to the insurance company and that's this one <br />with the mattress fire. That's the only claim that's been to <br />an insurance company. So I do not intend to go along with <br />this at all. If I have to go to the Courts, I will. Thank <br />you. <br /> <br />MAYOR DEMOS: Anyone else that wishes to be heard on this <br />matter? Anyone else? Is there anyone else that wishes to be <br />heard on this subject? If not, I will close the hearing and ask <br />that the Council make its deliberation on this project. <br /> <br />MR. ANDRE: I might make a conunent on this. As far as the <br />Fire Department - is that the frequency of the fires as has <br />been indicated and the nature of those fires so far, have been <br />that they have been able to handle them with, you might say, <br />with the supply that has been in the vehicles, and I guess we <br />feel that we're probably running close to out of luck here in <br />terms of being able to handle that kind of major fire in that <br />building with the service facilities as far as the water is <br /> <br />2 <br />
