The Council shall meet at the City Hall, 2660 Civic <br />Center Drive, in said City, on June 12, 1978, at 7:30 o'clock <br />p.m. for the purpose of holding a public hearing on the pro- <br />posed improvement under and pursuant to the provisions of <br />Minnesota Statutes, Chapter 429, and the Manager is hereby <br />authorized and directed to cause notice of the time, place <br />and purpose of that meeting to be published twice in the <br />official newspaper, Roseville Sun, which publications shall <br />be a week apart, and the second publication shall be not less <br />than three days before the date of the hearing. <br /> <br />3. The notice shall be in substantially the following <br />form: <br />
