some of the property that was required for right-of-way was
acquired, and others went to condemnation proceedings and those
have gone to the point where we're going to have access very
shortly, and what we're here for now is the review of the
detailed construction plan. ~ith that approval, we would then
need to go to St. Anthony. The actual project goes to Highway
8 which is another quarter mile west and Hennepin County is
participating in their portion of the cost. Ramsey County is
administering the project. So we hope that with the City of
St. Anthony and Hennepin County and the Highway Department and
the Central Highway Department approval that we can get the
contract awarded, if the project is approved, sometime this
winter for construction next year.

The project itself is essentially a concrete roadway.
Take out the existing concrete and put in a wider concrete road-
"'lay with curb and gutter over most of its length through the
industrial area. It will have a concrete median ",ith left
turn pockets. There would be new signals at Long Lake Road and
Walnut. It also involves improving Cleveland to the south of
County Road C, across the railroad track about - there's a
se:r:vice road on the west and just immediately south of that.
Thl~ improvement on Cleveland is only sufficient to get the
si9nal there to \Y'ork correctly. Ne have a signal there but
can't use it to capacity because we don't have the geometries
on the south to make it work right. It will end up with new
ra:ilroad signals and modificAtion to that to put it in full
operation we think will improve the traffic on that corner.
Also at Long Lake Road \"e have a new signal. The east would
(inaudible) and get on new rubber pads as part of the crossing
and electric signals, and the second track "lould be removed -
kind of a spur track. We have negotiated its removal. There
would be another set of new signals installed at Walnut and
County Road C where the temporary ones are now, and also at
the intersection of Highway 8, the existing signal would be
modified and a ne'" one installed.

The thing that has happened to us in the last two and a
half years is inflation. Inflation and, as f.'1r. Honchell men-
tioned, there was some addition of minor utility additions to
the plan. The sum total of the whole thing is when we get all
the right-of-way, signals, railroad crossing, utility reloca-
tions put together and (inaudible) Cleveland Avenue, we're
looking at a $2 million project to put together the roadway.
That's probably, I would say, almost a 50% increase in the scope
of the project insofar as dollars. We didn't expect the right-
of-way to cost so much (inaudible).

The end result is a need to have a hearing tonight to
again revi~" this with the increased costs as they relate to
Roseville's participation. Of the $2 million in cost, it's
expected about a million and a half of it will be coming from
the Ramsey County State Aid Highway Funds. Hennepin County has
