<br />some of the property that was required for right-of-way was <br />acquired, and others went to condemnation proceedings and those <br />have gone to the point where we're going to have access very <br />shortly, and what we're here for now is the review of the <br />detailed construction plan. ~ith that approval, we would then <br />need to go to St. Anthony. The actual project goes to Highway <br />8 which is another quarter mile west and Hennepin County is <br />participating in their portion of the cost. Ramsey County is <br />administering the project. So we hope that with the City of <br />St. Anthony and Hennepin County and the Highway Department and <br />the Central Highway Department approval that we can get the <br />contract awarded, if the project is approved, sometime this <br />winter for construction next year. <br /> <br />The project itself is essentially a concrete roadway. <br />Take out the existing concrete and put in a wider concrete road- <br />"'lay with curb and gutter over most of its length through the <br />industrial area. It will have a concrete median ",ith left <br />turn pockets. There would be new signals at Long Lake Road and <br />Walnut. It also involves improving Cleveland to the south of <br />County Road C, across the railroad track about - there's a <br />se:r:vice road on the west and just immediately south of that. <br />Thl~ improvement on Cleveland is only sufficient to get the <br />si9nal there to \Y'ork correctly. Ne have a signal there but <br />can't use it to capacity because we don't have the geometries <br />on the south to make it work right. It will end up with new <br />ra:ilroad signals and modificAtion to that to put it in full <br />operation we think will improve the traffic on that corner. <br />Also at Long Lake Road \"e have a new signal. The east would <br />(inaudible) and get on new rubber pads as part of the crossing <br />and electric signals, and the second track "lould be removed - <br />kind of a spur track. We have negotiated its removal. There <br />would be another set of new signals installed at Walnut and <br />County Road C where the temporary ones are now, and also at <br />the intersection of Highway 8, the existing signal would be <br />modified and a ne'" one installed. <br /> <br />The thing that has happened to us in the last two and a <br />half years is inflation. Inflation and, as f.'1r. Honchell men- <br />tioned, there was some addition of minor utility additions to <br />the plan. The sum total of the whole thing is when we get all <br />the right-of-way, signals, railroad crossing, utility reloca- <br />tions put together and (inaudible) Cleveland Avenue, we're <br />looking at a $2 million project to put together the roadway. <br />That's probably, I would say, almost a 50% increase in the scope <br />of the project insofar as dollars. We didn't expect the right- <br />of-way to cost so much (inaudible). <br /> <br />The end result is a need to have a hearing tonight to <br />again revi~" this with the increased costs as they relate to <br />Roseville's participation. Of the $2 million in cost, it's <br />expected about a million and a half of it will be coming from <br />the Ramsey County State Aid Highway Funds. Hennepin County has <br />
