MANGLE: He didn't need a storm sewer because your city <br />staff looked at it and said we don't need it. <br /> <br />MAYOR DEMOS: We don't know what they said. <br /> <br />MR. MANGLE: They didn't put it in so there must have been a <br />determination that we don't need it. They made the determination. <br />It wasn't built, and I'd like to respond to one more thing. The <br />requirements that were put on Kroiss were not put on BanCon. <br />As a mat er of Bct, why aren't these lots along Dale up here - <br />because this is the crest of the hill - why aren't these lots in <br />the assessment? They're draining water down their driveways. <br /> <br />MAYOR DEMOS: First of all, if the water to the west, as Mr. <br />Honchell explained, went to the north when it was originally done <br />(inaudible) west of Dale Street, but water flowing to the east, <br />that would have meant a separate storm sewer improvement at that <br />point for just that little bit. If a determination was made <br />it probably was made not that it was not needed but too costly for <br />that small area at the time he was building. There was no way you <br />could have the people of Roseville stand still to pick up Iona Lane <br />for Ray Kroiss. <br /> <br />MR. HONCHELL: The area you indicated immediately to the south <br />and on the east side already has storm drainage that's in place. <br /> <br />MR. MANGLE: Where do they drain? <br /> <br />MR. HONCHELL: Southerly across County Road C. <br /> <br />MR. MANGLE: Why does the assessment line go that far south <br />on the other side of the street. <br /> <br />MR. HONCHELL: Because this is the area being picked up <br />according to our preliminary review. This is the area that will <br />drain toward the catch basins at the intersection of Iona and Dale. <br />If they do not drain that way we will not recommend they be <br />assessed. <br />
