<br />19 <br /> <br />COUNCILMAN KEHR: The other question - I believe you indicated <br />that in the event there would be some changes in that flow of water <br />after you made the complete study - took all your elevations, etc. - <br />that there is a possibility there would be a line of where the <br />assessments would come from, is that correct? <br /> <br />MR. HONCHELL: If we found any of the lots into the dashed <br />line by our surveying - if it was found that they do not con- <br />tribute water picked up by the proposed storm facility, at the time <br />of the assessment hearing we would not propose them to be assessed. <br /> <br />COUNCILMAN KEHR: Say that line on the west side there - <br />southwest - that line - that dotted line that comes in at an angle. <br />Say for instance that moves further down, that there would be more <br />lots involved than what you have indicated, would there be another <br />hearing for those people that are involved in the event that it <br />should turn out that way? <br /> <br />MR. HONCHELL: It would be necessary for them to get their <br />legal notices so they would have an opportunity to come in and <br />advise their opinion. <br /> <br />COUNCILMAN KEHR: And if it went the other way, they would be <br />deleted from that? <br /> <br />MR. PETERSON: Part of the problem on any sort of feasibility <br />hearing where you arbitrarily have to draw some sort of line, <br />it's always in the best interest of the city to include more <br />territory than what you might think it might need because we can <br />always delete it but I can't add it in later. <br /> <br />COUNCILMAN KEHR: That's what I thought and just wanted to <br />verify. I would like to make a general comment. I'm for the <br />project as proposed, along with the storm sewer, and I'll tell you <br />why. A few years ago I was involved in a storm sewer assessment <br />that I was not very much in favor of myself at the time. As a <br />matter of fact, I'm on the top of the hill - absolutely no water <br />problem, but the water is coming off liD" and around the corner - <br />Chatsworth, and going down the hill. The storm sewer is <br />approximately half a mile long. I didn't need it and, I believe, <br />only one on that street was in favor of it, but I didn't oppose it <br />too strongly. I was really not in favor of it, but they did put <br />it in. The assessments I have been paying are negligible, and in <br />the good neighbor policy I'm very pleased now and so are all the <br />neighbors for the minimum amount of money that we have to pay for <br />this storm sewer. It really contributes more to the people - not <br />for me because I'm on the top of the hill - but for the people <br />going down the line it has alleviated a lot of their water problems <br />which they felt at one time they did not have, and with the storm <br />sewer in now these problems are eliminated and there isn't a single <br />person on that street that today will object to that storm sewer <br />that was put in about six years ago. I can understand the people <br />that live on there - their feelings. I know what my feeling was <br />at the time, but $295 over 20 years is not a lot of money. It <br />
