HONCHELL: Would you like me to speak to the last items? <br />The overall neighborhood - not just Iona Lane - but the general <br />neighborhood on the west side there - the bulk of it does have <br />storm drainage. That drains in the other direction and storm <br />drains are in existence in that area. I wasn't here l2 years ago <br />and I can't tell you why it was or wasn't done for that that <br />flows easterly toward Dale. I presume one of the reasons was <br />because it had no outlet or trunk to carry it from Dale to anywhere <br />else, but that's a basis of opinion - not a fact. <br /> <br />MR. MANGLE: Are you saying if the road was built today there <br />would be sewer there and catch basins. <br /> <br />MR. HONCHELL: They would probably be where we propose them <br />now - namely at the intersection of Dale. <br /> <br />MR. MANGLE; Then my point that the road condition which is not <br />being protected as far as our portion of the road (inaudible) one <br />bit. <br /> <br />MR. HONCHELL: The piece of property where your home is <br />facing, that's correct. <br /> <br />MR. MANGLE: Well, I guess to sum this up, I'm not against <br />the project. I think it's a good project. I know it's needed. We <br />go through that corner every time we leave our home. I just want to <br />make the point. I think it's a little unfair to ask us on Iona <br />Lane to pay this improvement. <br /> <br />MAYOR DEMOS: The properties to the west - if the storm sewer <br />was put in at the time of construction - was assessed 100% to the <br />builder and ultimately to the owner. In other words, instead of <br />$295 (inaudible) where at this point you would be picking up <br />$295 with the balance picked up by the total taxpayers of Roseville. <br /> <br />MR. MANGLE: That may be true, but if the sewer had been put in <br />at that point in time he would have also paid for the sewer which <br />I am quite sure he would have passed back to us infue cost of the home. <br />All of us had this in our earnest money contract and we're picking <br />up the tax 12 years later that there's no way we can go back and <br />collect on it. <br /> <br />COUNCILMAN CURLEY: Because this was designated as being an <br />MSA street of which. you're not going to be charged a dime to put <br />
