(inaudible) was in the
same program proposed two years ago because the people didn't
want it, it was going to cost everybody $7.77 a running foot and so,
regardless if you picked up the $295 for the storm sewer which just
begins to pay for a portion of it and getting $7.77 a foot free.

MR. MANGLE: We're on the west side. You're making my point
for me. We have paid for our street. They're getting a street
free and you're asking us to pick up part of the tab on the sewer.

COUNCILMAN CURLEY: My point is you're not paying for all of the
sewer. I'm helping to pay for part of that also.

MR. MANGLE: I realize it. I'm just saying if this had been
properly done in the first place it would have been in our earnest
money contract and the builder would have paid for it.

MAYOR DEMOS: Anyone else that wishes to be heard on this
matter.

MR. LARRY FALK, 629 Terrace Drive: Is it true that Terrace
Drive does have a storm sewer complete to Dale Street?

MR. HONCHELL: Yes, Terrace Drive has a storm drain. I think
you know where it is, but for the rest of the audience. As I indicated
to the previous speaker, the general residential area to the west of
Dale has existing storm drainage. Most of this was put in at the
time of the construction.

MR. FALK: Who paid for that?

MR. HONCHELL: I believe by the developer and charged back
through the homes, I presume, although I don't know that. I am
presuming the man that built the homes (inaudible). At the time
of development there was a storm sewer constructed and paid for
by the then owner of the land. He later developed and sold to numerous
people.

MR. FALK: This area that is on Terrace Drive - who was the
contractor that built those homes?

MR. HONCHELL: I don't know.

MR. FALK: They call it Kroiss Addition so I presume it was
Ray Kroiss.

MR. HONCHELL: I don't know. lid have to look at the building
permits. The drainage generally runs toward Dale. At approximately
this location in the past that drain then went to the north, or
generally north, and out to Lake Owasso.
