3

On the tax exempt property which is Northern States Power
Company, there are 75 feet and they will be assessed at $79.51 a
foot for $5,963, and the other residential property which is
apartment property will be assessed in the amount of $10,082
which will raise a little over $15,000. The balance of the
$137,388 will corne from state aid funding. It is my under-
standing that St. Anthony will be assessing each residential
property $1700 a lot whereas ours will not.

It's a 20-year assessment, 8% carrying charge, with the
right to prepay assessments within 30 days after the assessment
roll is adopted.

MAYOR DEMOS: I will open the hearing and ask that each
speaker come to the microphone and identify him or herself and
give their address. You may ask questions or make a statement
pro or con.

MRS. KATHLEEN MAIZEL, 3040 Highcrest :1 just have a couple
of questions. What is the width of the existing road at this
point?

MR. HONCHELL: Approximately 32 feet. It's not precisely
uniform, but generally speaking it's 32 feet.

MRS. MAIZEL I spoke with a gentleman today who gave me
some information in reference from the central road it would be
18 feet and 18 feet. Where is the central road - where the
manholes are or where you decide for the 36 foot roadway?

MR. HONCHELL: By center of the road, I presume he would
mean the section line dividing the Roseville and St. Anthony
side.

MRS. MAIZEL

Would that be the manholes?

MR. HONCHELL: No, they are not in the center of the road.
Our consultant is here. How far are they off center?

MR. SHORT: There is a (inaudible) there. They vary.
Roseville side has a 33-foot right-of-way. St. Anthony 30 foot.
(Inaudible) line marked center line is the center line and the
line between St. Anthony and Roseville (inaudible) and that is the
centerline of the 36-foot road.

MR. HONCHELL: I guess to give you the best determination now,
I think the existing pavement is more or less centered on the center
line.

MRS. MAIZEL We wouldn't be able to know which side of the
road would have the difference - more of the difference taken out
of.

MR. HONCHELL: Assuming the centerline of the existing pavement
is on the section line, the proposal would be to have the 36-foot
