6

MRS. WESTLAND: What stage are you at right now in this whole
planning thing, and if it goes through, when would the construction
be started?

MR. HONCHELL: At this time both St. Anthony and Roseville
are almost right together. They had their hearing last night.
The next stage would be, if it's ordered by Roseville as well,
to have the consultant prepare the final plan. One of the problems
of doing this immediately is that St. Anthony has some severe sani-
tary sewer problems on their side. Their sewers are dipping down
and they're having back-up problems. They would like to (inaudible)
those lines so that while the street is torn up they could repair
the sewers then. That work will probably not be able to be done
until late in March, and they will analyze that and they will have
to work out what they want to do, so I would guess it's probably
going to be late June at least or the first of July and it will
take most of the summer. Realistically it will take two or three
months. It's not to say your road will be closed all that time
but construction will take some period.

MR. WARREN ARNDT, 3082 Highcrest: If you have the original
petition, it did request a stop sign at Lydia and I think the reasons
were indicated in the petition, but I think you should feel that
you have been adequately requested at this time to look at the
traffic and the speed situation on the street.

MR. HONCHELL: We would like to be able to see it after it's
in instead of having conjecture as to what it will be or not be.

MR. ARNDT: The speed has been in excess, we feel, the way the
road is now, and I think it's as good a road as any for (inaudible)
to test automobiles for rattles and squeaks so I think it would be
more dangerous. I would request that the parking be on the St.
Anthony side because St. Anthony has a park on the west side of the
street and it's widely used. There are a lot of people who stop
and let children off that use the park.

MAYOR DEMOS: If there's no one else, I will close the hearing.
What is the Council's pleasure?

COUNCIL~ffiN ANDERSON: One question on that parking. Can we
switch that no-parking as you go up and down the street, or no
parking all on the inside or all on the west side, or part east
and part west. Is there any minimum distance involved?

MR. HONCHELL: You can switch it back and forth, but I guess
we would recommend it to be on one side continually, or at least for
an extensive period so the motorist does not have to start
jogging back and forth around parked cars. We would like to put
them in a lane and keep them there.

Councilman Curley then introduced the following resolution
and moved its adoption:

Resolution No. 6793
