3

MR. DAPPER: That would allow them 73,000 -

MR. HONCHELL: That would allow - 9 tons is 18,000.

MR. DAPPER: And two sets - tandems. I think I'm against it
just for that reason, but I'd like to see them enforce that 9000
pound limit on the road now.

MR. ROBERT JACKSON, 2395 West County Road C-2: I happen to
own the vacant lot which you want to put sewer to as part of the
project. I'd like to ask a couple of questions.

MR. HONCHELL: I'm not sure I understood.

MR. JACKSON: The vacant lot is a duck pond adjacent to me
where that center star is on the map. First, when was the last
traffic count done on that road?

MR. HONCHELL: I think I mis-spoke. Did I say 1300 vehicles?
The 1977 count shows 2200 vehicles a day using that roadway. We
had another traffic count done in the fall of last year and we
got 1535 on that particular day, not adjusting for time of season,
but it's in the 1500 to 2000 range.

MR. JACKSON: Has the engineering department, in planning this
project, consulted with the Traffic Safety Committee, or have you
done any accident studies on 8 and C-2 (inaudible) up to this point
in time, and has that affected the proposal?

MR. HONCHELL: We have met with the state traffic engineers
as to the appropriate way to deal with the traffic where it does
come out Highway 8. The median alteration that's shown on the
left edge of the drawing is a result of the in-put from the state
highway traffic department. That design is their recommendation.

MR. JACKSON: But you haven't looked at the number of accidents
and extent of accidents in proposing this larger road.

MR. HONCHELL: There are not a large number of accidents on that
road.

MR. JACKSON: There were three last week, but one was towed
away before someone got there. Who petitioned for the up-grading?

MR. HONCHELL: There was no petition. This was a review and
overall capital improvement program.

MR. JACKSON: This plot is a little different than the one
you just looked at on Highcrest because this is adjacent and con-
tiguous to a whole series of industry - retail businesses, and
it sits in the unique position of being a cut-off between two major
freeways and I don't think it ought to be really considered in the
same light as the Highcrest one. There are other problems with it.
This improvement that's proposed - I can't speak for all for I
