<br />2 <br /> <br />runs right alongside the Brandt Building to a point where it gets <br />picked up and is carried to the railroad. Because of the fact that <br />this drainage is on private property it's proposed to continue the <br />system along the state trunk line. There's a mound of dirt here - <br />we may have to put it into a pipe because the mound is so high - <br />and put it into the storm sewer that exists there where it goes over <br />the railroad. The other portion of the project is - you see three <br />stars on the map on vacant residential parcels that are on the <br />north side. These parcels do not have the completed sewer and <br />water service system and it's proposed that those would be con- <br />structed out all the way to the property line so that in the future <br />if someone needed to connect on to the sewer or water, that they would <br />not have to tear up the road. <br /> <br />This project would be more or less identical to that which was <br />built a few years back on the other portion of county Road C-2 <br />from Long Lake Road to the east. <br /> <br />Once again, the same policy applies here that applied on the <br />previous project, namely, those lots that are R-l or R-2, single <br />family or duplex and are taxable, would not receive any assessments <br />because that's a city policy on an M.S.A. street. The other parcels <br />that are commercial or industrial would be assessed. <br /> <br />This particular roadway is rather lacking in drainage at the time. <br />In our opinion it's in extremely poor condition. The road is carry- <br />ing approximately 1300 cars a day and a good deal of those are trucks. <br />Even though it's posted for three tons at one end, a good deal of <br />those are trucks. I guess that's the extent of the presentation. <br /> <br />MR. POPOVICH: The published cost of this improvement was <br />$192,360.74. Of that $858.60 is the extension of the sewer service. <br />Because there will be no assessments against the residential property, <br />of the toal amount, $63,086 will be raised by assessing commercial <br />property, and $128,415 will be paid from M.S.A. funds for the <br />total $191,502 that has to be financed. The three sewer service lots <br />will be assessed $286.20 per lot to get the sewer service from the <br />street to the lot line. <br /> <br />Again, this will be a 20 year assessment with 8% carrying <br />charge with the right of prepayment as has been the customary policy. <br /> <br />MR. ANDRE: 'rhere are no written statements. <br /> <br />MAYOR DEMOS: I will open the hearing to the public. If you <br />wish to speak or ask a question, corne to the microphone and give <br />your name and address. <br /> <br />MR. GORDON DAPPER, 2405 County Road C-2: That road has been <br />posted for ten years for 9000 pounds and i~s never been enforced. <br />Now, if you build a 9000 pound axle weight roadway, are you going to <br />let unlimited traffic through or will you post it? <br /> <br />MR. HONCHELL: All roads will be 9-ton maximum. There are <br />some lO-ton routes that are very limited in nature, and as far as <br />enforcement I have no good answer. I know there are vehicles <br />driving over the road that are higher. <br />
