<br />,(~p~ <br /> <br />{; 79/J- <br /> <br />Extract of Minutes of Meeting <br />of city Council <br />city of Roseville <br />Ramsey County, ~tinnesota <br /> <br />February 28, 1979 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Wednesday, February 28, 1979, <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br />Franke, Anderson, Curley and Kehr; and the following were absent: <br />None. <br /> <br />Also present were Mr. James F. Andre, City Manager; Mr. <br />Robert Bell of peterson, Bell and Converse, City Attorneys; <br />Mr. Charles Honchell, City Public Works Director; and Mr. Peter S. <br />Popovich of Peterson, Popovich, Knutson & Flynn, City bond con- <br />sultants. <br /> <br />MAYOR DEMOS: The next improvement is for County Road C-2 <br />from Snelling to Hamline Avenues - storm sewer, paving, curb and <br />gutter and sidewalks, sanitary sewer and water services - <br />Improvement SS-W-ST-P-78-29. <br /> <br />MR. ANDRE: I have the Certificate of Mailing and affidavit <br />of publication of the Notice of Hearing on file. <br /> <br />MR. HONCHELL: Once again I will ask if anyone wants me to <br />go through what a municipal state aid street is. If not, we will <br />dispense with that. <br /> <br />Once again, this is a project that is a result of a rating <br />of the M.S.A. system. This particular roadway of county RoadC-2 <br />from Snelling easterly to Hamline also ended up with an extremely <br />high ranking indicating a need for action. This was also placed <br />on the five-year program as part of the 1979 portion. Also <br />impinging into this is the fact that the Highway Department is <br />proposing to construct a service road along the east side of <br />Snelling that will end up with a service road from C-2 southerly <br />to County Road C to be constructed this year. With that con- <br />struction you have the area shown in green which would be a <br />realignment of even the northerly service road and the state would <br />be tearing the entire section up and rebuilding it to a little ways <br />past Asbury starting this summer. The city staff definitely feels <br />that with that improvement going on as well, we do not want to have <br />the roadway torn up byfue state this year and perhaps by the city <br />next year or the year after. We would like to see this work done <br />in conjunction and coordination with the state improvement. <br />
