<br />2 <br /> <br />The proposed project is to again construct a state aid <br />standard roadway which is the 9-ton design, concrete curb and <br />gutter on each side. This proposal is to be 36 feet wide and <br />as in the first hearing on Highcrest, that would mean no parking <br />on one'side. You will notice that as it approaches Hamline - <br />just as it gets there - it widens to four lanes so there would be <br />room for left turn lanes, but ~his is for a short distance - <br />only 100 feet or so, so we could store a car or two in that area. <br />It is proposed to construct sidewalk along the south side where it <br />would tie into a state project where another walkway would be <br />constructed so the pathway would be able to be used both by the <br />pedestrians going to the school located in this area, and this is <br />also on the master bikeway plan and would provide a means for <br />those people to have a safer traveling mode as well. <br /> <br />The roadway again will result in notices - if it's approved - <br />notices going out to the people. Some of you may have received <br />one - indicating we would like to know what you would like to do <br />with your driveways - either to widen, change material or other <br />pieces of information you have. <br /> <br />This project is almost exclusively not assessed as far as the <br />paving is concerned. We will talk about the storm sewer in just a <br />moment. To the best of our knowledge all of the homes from Hamline <br />almost up to Asbury are single family or duplex and, as you probably <br />know by now, the city policy is they do not assess those lots. <br />There is a small portion between Arona where the state project <br />begins where a church exists on the south side and as being a tax <br />exempt agency they then would be assessable, but not as a full <br />9-ton roadway. They would be assessed at a lower rate, only as <br />what a typical residential street of that size would cost. The <br />reason for the roadway as we said, is that the road is extremely <br />flat and in very bad condition. We feel that, again, this is a <br />badly needed improvement and recommend that the road be constructed. <br /> <br />The sidewalk we talked about a little is to serve the school <br />and the church. We would recommend it on the south side because <br />this is where the generators are plus the shopping center and we <br />feel this would serve the public. <br /> <br />The only other improvements that are assessable, other than the <br />storm which we will talk about, is at the extreme easterly (inaudible) <br />lot has a large parcel which has some services that exist now but <br />are not far enough toward the property line so that when the <br />roadway work is done they would end up under the pavement and we <br />wish to extend to the property line so the street would not have <br />to be torn up in the future, plus we feel there is a reasonable <br />probability that some day in the future this may even go to duplex <br />use, at least toward the rear inasmuch as the homes from Pascal <br />on are now duplex and there is commercial immediately to the rear. <br />
