3

~ffiYOR DEMOS: At this time I will open the hearing to the
public, and ask that each person come to the microphone and state
your name and address.

MR. RICHARD ROESSLER, 2590 Dellwood: I am for the storm sewer
project, but I have one concern in that tons of sand each year
as well as erosion - my concern is the pond may fill up. I'm
wondering if that technique - is there some way we can have a
catch basin or something down below that might catch some of that
sand? Especially the northwest corner is really filling up
significantly. I have lived there 21 years and it's significant
the amount of sand that washes down there. It's a steep grade
and \'li th the melting of the snow this year I'm sure it will be
quite a stream carrying tons of sand off the road.

MR. HONCHELL: I'm not positive I'm following where you
propose the basin to intercept the sand.

MR. ROESSLER: Any place along there that might be possible.

MR. HONCHELL: We will review that. If there is one, it would
be more likely it would be at that catch basin - combination
catch basin-manhole. I would be less than honest if I didn~ say
those are extremely hard to maintain because it seems inevitably
when they get full that's exactly when it rains the next day and
carries it all through.

MR. ROESSLER: I think you will find the reason the water
level is rising is because the pond is filling up. I would also
question - do you feel 9 feet is the optimal height, because I
live there and I think it's an exaggeration. That's not a
calibrated eyeball.

MR. HONCHELL: You mean the red line. The elevation was
exact but this was a man standing there eyeballing how much he
thought it might have changed. The 901 elevation was selected to
allow a certain amount of build-up in the pond to take care of
the fact that it may be a little wet or above normal in the
spring and might get very hot and dry in the summer and we
wouldn't want to see your pond dry up. Without putting the
elevation so high it's going to affect those people in the southern
corner. I guess we're open to input from - particularly those
people if they think it's too high or low.

MR. ROESSLER: You're proposing the two catch basins would be
at the intersection of 2602 and (inaudible).

MR. HONCHELL: One set on Dellwood and one set on Rose Place.

MR. HERMAN SIMONSEN, 2600 North Hamline: We have two lots
and a corner lot. How would the assessments go on that?

MR. HONCHELL: You say two lots?
that is inside the heavy shaded line.
drains to the road and gets picked up.

2600 - the single lot -
Our indication is that it
The other two lots drain
