Regular City Council Meeting <br /> Monday, December 13, 2010 <br /> Page 21 <br /> Councilmember Ihlan advised that it had been suggested by several members of <br /> the public who had expressed concern that the new proposed standards didn't <br /> provide the same impact as current code; and opined that the current industrial <br /> performance standards for Conditional Uses be preserved pending further discus- <br /> sion by the new City Council. <br /> Councilmember Pust spoke in opposition to the motion. <br /> Roll Call <br /> Ayes: Ihlan. <br /> Nays: Johnson; Pust; Roe; and Klausing. <br /> Motion failed. <br /> Pust moved, Roe seconded, directing staff to revise language of Item 5 of Section <br /> 1009.02. C to the language suggested and displayed by Mr. Trudgeon during his <br /> presentation to read as follows: "5. The proposed use will not be injurious [and/or <br /> negatively impact traffic or property values] to the surrounding neighborhood or <br /> otherwise harm the public health, safety, and general welfare." <br /> Councilmember Roe opined that this language, rather than the previously pro- <br /> posed revision moved by Councilmember Ihlan, better clarified the intent; and <br /> that the new language addressed those things not in current code, such as regulat- <br /> ing map and code requirements, and burdens on streets and infrastructure. <br /> Roll Call <br /> Ayes: Ihlan; Johnson; Pust; Roe; and Klausing. <br /> Nays: None. <br /> 1006. Employment Districts (1006.03 Table of Allowed Uses, page 2 4) <br /> Pust moved, Johnson seconded, directing staff to amend Table 1006 -1 to add <br /> "schools: trade or business" as a Conditional Use for Office /Business Park and as <br /> a Permitted Use in the Industrial District. <br /> Roll Call <br /> Ayes: Ihlan; Johnson; Pust; Roe; and Klausing. <br /> Nays: None. <br /> 1011. Property Performance Standards ((1011.12. Additional Standards for Spe- <br /> cific Uses in All Districts: E. Business and Commercial Uses: 1. Extended Hours <br /> of Operations adjacent to all Residential Districts: a. Buffer Area) <br /> Pust moved, Roe seconded, directing staff to revise language as follows: "Where <br /> a Community Business, Regional Business, and /or Community Mixed Use Dis- <br /> trict abuts a residential district, [all existing buffer areas shall remain in effect <br /> and] any new site improvements shall include a buffer area of a minimum of 20 <br /> [to 40' as determined by the Community Development Department staff] <br />
