Regular City Council Meeting <br /> Monday, December 13, 2010 <br /> Page 22 <br /> Mayor Klausing spoke in support of the motion; opining that everyone's goal was <br /> the same, but many mechanisms had been suggested to achieve it. Related to Har <br /> Mar Mall and adjacent residential property owners, Mayor Klausing opined that <br /> attempting to retain zoning as R -1 was not the best protection for the neighbors; <br /> and this language related to the buffer would address their concerns better. <br /> Councilmember Ihlan clarified that this amendment, as proposed, didn't' have an- <br /> ything to do with whether or not to rezone the south side of Har Mar Mall, but ap- <br /> plied to all business districts as a whole. Even though this remained a concern, <br /> Councilmember Ihlan spoke in support of this amendment. <br /> Roll Call <br /> Ayes: Ihlan; Johnson; Pust; Roe; and Klausing. <br /> Nays: None. <br /> 1011.12.e.1. Setbacks <br /> Councilmember Ihlan opined that there appears to be a discrepancy between this <br /> heightened buffering and the dimensional standards chart for these districts, and <br /> needs to be clarified and /or changed (Chapter 1005, page 8, Section 1005.05, <br /> chart under B related to rear yard setbacks). <br /> Mr. Trudgeon advised that staff would defer to the more restrictive standard; and <br /> suggested that staff be directed to add an asterisk or note regarding setbacks, such <br /> as "unless heightened requirements are required;" with Mayor Klausing suggest- <br /> ing language such as "more stringent requirements. <br /> Klausing moved, Johnson seconded, directing staff to incorporate language for <br /> Dimensional Standards, Table 1005 -3 similar to "...unless greater setbacks are <br /> required." <br /> Roll Call <br /> Ayes: Ihlan; Johnson; Pust; Roe; and Klausing. <br /> Nays: None. <br /> 1008. Park and Recreation District (1008.02 Table of Uses) <br /> Discussion ensued how best to memorialize including the Parks and Recreation <br /> Commission in the Conditional Use approval process as it relates to uses in those <br /> districts; including whether to put in Chapter 1008 or in Chapter 1009 for Admin- <br /> istrative Procedures. <br /> Councilmember Roe suggested that sidebar adjacent to the Table of Uses <br /> (1008.02 Table) indicate that all marked "C" were allowed with all applicable <br /> standards, "if consistent with the Parks and Recreation Master Plan as interpreted <br /> by the Parks and Recreation staff and Commission or City Council." <br />
