238 Commissioner Boerigter questioned if that was what the Comprehensive Plan actually <br /> 1 111/239 envisioned, for most streets to have sidewalks; and questioned whether this was what most <br /> 240 citizens wanted to pay for or if it was politically expedient. Commissioner Boerigter noted that <br /> 241 Roseville was not downtown Minneapolis with masses of people walking to different areas; but <br /> 242 that it had larger lots, with things spread out, and not many places accessible by walking; unless it <br /> 243 was the intent to create stronger density. <br /> 244 Commissioner Gottfried opined that there will be areas in Roseville where higher density would <br /> 245 naturally occur as the community redeveloped related to market demands; but that it would take <br /> 246 time; and that the Comprehensive Plan created a foundation for moving forward long -term. <br /> 247 Commissioner Boerigter concurred that there were areas of Roseville that could support that level <br /> 248 of density. <br /> 249 Mr. Lloyd advised that, at a certain point, those using mass transit became pedestrians, especially <br /> 250 in nodes around those intersections, whether retail or office uses, and that pedestrians prefer not <br /> 2 51 to walk through parking areas but use sidewalks; and noting that some people don't have access <br /> 252 to personal vehicles and others may prefer to rely on other modes of transportation. <br /> 253 Commissioner Gottfried spoke in support of ensuring that various levels and options for <br /> 254 handicapped accessibility, specifically in higher density areas of Roseville, are given full <br /> 255 consideration to accommodate preferred growth in the short and long term. <br /> 256 Extract of the May 5, 2010 Planning Commission Meeting Minutes <br /> 2 57 1. Other Business <br /> 258 Zoning Code Rewrite Update and Discussion <br /> 259 City Planner to discuss upcoming public hearing schedule; review final Commercial/Mixed <br /> 260 Use Draft; and introduce Employment Districts draft <br /> 261 City Planner Thomas Paschke provided a brief update of upcoming hearings and projects coming <br /> 262 before the Planning Commission, noting that the June 2, 2010 docket was fairly extensive, in <br /> 263 addition to mailed and published notice for all property owners regarding the proposed rezoning <br /> 264 for all single family residential lots as part of the zoning code rewrite and eventual rezoning of all <br /> 265 property within the City of Roseville to change the zoning map and bring it consistent with the <br /> 266 2030 Comprehensive Plan. <br /> 267 Mr. Paschke further noted that, at that same meeting, two (2) public hearings were scheduled to <br /> 268 receive public comment on the: <br /> 269 1) Proposed Residential District draft; and <br /> 270 2) Proposed Commercial/Mixed Use draft. <br /> 271 Mr. Paschke advised that, at that same meeting, staff and the consultant would introduce <br /> 272 Employment Districts industrial zoning as well as office/business park zoning district for <br /> 273 preliminary comments /concerns of the Commission; and noted that the Commission should <br /> 274 expect thereafter the receipt of other draft chapters of the code at regular intervals. <br /> 4111 <br />
