Mr. Paschke reviewed Section 1004.02A and recent language revisions and included those 410
previous comments of the Commission as determined applicable.
Mr. Paschke encouraged submission by individual Commissioners of their comments for all
districts, preferably as soon as possible, for consideration in crafting language for the upcoming
chapters.
Chair Doherty noted the Comprehensive Plan guidance to bring retail buildings closer to the curb;
noting the disconnect in Roseville not being a large community of sidewalks; and questioned
whether this goal forces people to walk in the street and seemed inconsistent.
Mr. Paschke opined that this challenge was no different in the existing or proposed revised code,
p p
that the option to require sidewalks and/or pathways was available but needed review on an
individual, site -by -site basis to achieve the more pedestrian friendly environment, while not
creating safety issues. Mr. Paschke noted that these goals would not be achieved overnight, but
as with the existing code, would be a work in progress and be achieved through flexibility with
new development and/or redevelopment efforts.
Members and staff briefly discussed the upcoming joint meeting between the Commission and City
Council scheduled for Monday, May 10, 2010.
Extract from the June 2, 2010 Planning Commission Meeting Minutes
PROJECT FILE 0017
a. Request by Planning Division of the City of Roseville to adopt a new Official Zoning Map,
effectively rezoning all properties within the City to be consistent with the Roseville 2030
Comprehensive Plan Land Use Designations
Chair Doherty opened the Public Hearing for PROJECT FILE 0017 at 6:40 p.m.
City Planner Thomas Paschke reviewed staffs analysis of this request and recommended
approval of the rezoning of the City of Roseville as provided on the DRAFT OFFICIAL
ROSEVILLE ZONING MAP, as detailed in the Request for Planning Commission Action dated
June 2, 2010. Mr. Paschke advised that this request was as a requirement of the City of Roseville
amending its Comprehensive Plan Land Use section, and all zoning designations within the
City needing to be rezoned consistent with those stated land use designations. Mr. Paschke
advised that with the exception of amendments made over the years, the City's previous zoning
code had been adopted in 1959.
Mr. Paschke reviewed the proposed zoning districts, with efforts made to simplify and
consolidate the current number of districts, with each district designation renamed to avoid
confusion. Mr. Paschke further reviewed the numerous public informational meetings held to-
date for public comment. Mr. Paschke advised that staff had compiled approximately sixty-seven
(67) anomaly properties that will require further consideration of Comprehensive Plan land Use
amendments before rezoning, and that those properties would be addressed at a later date.
