33 11 Staff recommended approval of the City's rezoning as presented in the DRAFT OFFICIAL <br /> 12 ROSEVILLE ZONING MAP for consistency with the recently updated and adopted 2030 <br /> 313 Comprehensive Plan. <br /> 314 Mr. Paschke indicated to the Commission the Planning Staff calls and e- mails, mostly related to <br /> 315 clarifying single- family residential district designation changes to low- density residential (LDR- <br /> 316 1) designation. <br /> 317 Bench handouts were provided that had been received since distribution of the agenda packet, <br /> 318 most specific to the Har Mar Mall area, and/or reconstruction of the Rice Street /Highway 36 area <br /> 319 (Calibre Ridge). <br /> 320 Discussion among staff and Commissioners included clarifying the specific zoning designation <br /> 321 proposed for Har Mar Mall and adjacent southern property; examples of several current zoning <br /> 322 map designations that were inconclusive; clarification by staff of misinformation alleging the <br /> 323 City's intent, as alleged in a recent neighborhood flyer, to open up Ryan, Shryer, Skillman, <br /> 324 Belmont or Burke for additional access to Har Mar, with assurances that any such proposal would <br /> 325 be currently prohibited as well as any future access proposals at that residential location; and <br /> 326 additional clarification by staff that there was no intent to remove the existing fence separating <br /> 327 Har Mar Mall from the southern residential properties, without a Public Hearing for consideration <br /> 328 of amendment to Har Mar's existing site plan. <br /> 329 Additional discussion included the consideration of the numerous "anomaly" properties as <br /> 30 possible Comprehensive Plan Amendments, requiring a public hearing process, once their <br /> 331 designations had been defined and recommendations were forthcoming for consideration; with <br /> 332 final zoning map adoption occurring later in the process. <br /> 333 Public Comment <br /> 334 A Bench Handout consisting of five (5) a -mails was included as part of the record, attached <br /> 335 hereto and made a part thereof Written comment included e -mails from Heidi and Neil Nelson, <br /> 336 1442 Ryan Avenue W; Steve and Mary Halverson, 1447 Ryan Avenue W; Cindy Schwie, 1383 <br /> 337 Ryan Avenue W; Loren Hockemeyer, 161 Elmer Street; and John Duffy, Calibre Ridge <br /> 338 Development (intersection of Rice Street and Highway 36). <br /> 339 Ilona Rouda, 946 Lydia Drive <br /> 340 Ms. Rouda addressed the City's value of single family neighborhoods; and expressed concern <br /> 341 about the ever growing number of cars parking on streets in those neighborhoods, and asked if <br /> 342 there was any resolution available. <br /> 343 Chair Doherty respectfully recognized that Ms. Rouda's concerns were not unique in Roseville; <br /> 344 however, reminded the audience that those concerns were not part of this evening's hearing, and <br /> 345 could be addressed to staff. <br /> 346 Jane Apman, 2989 Victoria Street N <br /> 347 Ms. Apman requested that staff clarify the proposed land use designations rather than using the <br /> 0 348 acronyms, which Mr. Paschke clarified, specifically overlay districts created for those lots platted <br />
