Ms. Deleo <br /> 468 expressed interest in further review of regulations directly affecting property owners and <br /> 469 neighborhoods, and the hesitancy in agreeing to those items not currently on the table. <br /> 470 Commissioners reminded the audience that residential design standards were the next topic on <br /> 471 tonight's agenda; with staff providing additional copies of the materials made available to those <br /> 472 attending for their review. <br /> 473 Loren Schwie, 1383 Ryan Avenue W <br /> 474 Mr. Schwie reviewed the history of the Har Mar parcel, when it went from a driving range to a <br /> 475 shopping center, and residential zoning of the southern parcels to provide assurance to adjacent <br /> 476 residential property owners. Mr. Schwie further reviewed the redevelopment for the Cub Food <br /> 477 Store approximately ten (10) years ago, and that residential zoning designation allowing the <br /> 478 proposed facility to be scaled back to its current status. Mr. Schwie requested that the zoning <br /> 479 designation remain as it is, opining that there was too much property in Roseville being lost to <br /> 480 shopping centers. <br /> 481 At the request of Commissioners, Mr. Paschke again provided the history of the parcel since <br /> 482 1979, when Har Mar Mall was guided for Shopping Center zoning designation as guided by the <br /> 483 previous Comprehensive Plan; with the Comprehensive Plan Steering Committee having spent <br /> 411 484 considerable time on the appropriate designation for the Har Mar Mall as well as the Target <br /> 485 development, whether designation as Community Business or Regional Business was more <br /> 486 appropriate, with the majority making recommendation that Har Mar be designated Community <br /> 487 Business. <br /> 488 Mr. Schwie alleged that this request was being driven by Har Mar Mall; and opined that the <br /> 489 southern parcels were currently zoned R -1. <br /> 490 Mr. Paschke assured Mr. Schwie that this rezoning process was entirely city- initiated, and that the <br /> 491 City was not seeking to intensify the area; and clarified that the Har Mar property had been <br /> 492 guided "Shopping Center" since 1979, and noted that the reason Cub had to abide by its footprint <br /> 493 was due to City not being willing to move a public easement to allow expansion. <br /> 494 Mr. Schwie encouraged the Commission to hear the tone of those neighbors in attendance, and <br /> 495 was not convinced by staff comments. <br /> 496 Chair Doherty appeared that this was a common issue with people desiring to control what was <br /> 497 done with a particular adjacent property not owned by them. <br /> 498 Ron Draganowski, 1391 Shryer Avenue W <br /> 499 Mr. Draganowski questioned whether Community Business designation could support multi <br /> 500 family housing above a business, such as development of apartments south of Har Mar Mall. <br />
