425 Paul Johnston, 1406 Burke Avenue <br /> 426 Mr. Johnston expressed his concerns with the process, in proposing designated zoning and then <br /> 427 later specifying regulations. Mr. Johnston expressed further concerns in the verbiage of the post <br /> 428 card notice related to changing zoning district names; advising that he almost threw the card away <br /> 429 with junk mail after only reading the first paragraph, and opined that the statement on the card <br /> 430 was deceptive. Mr. Johnston expressed additional concern regarding legislating "style" related to <br /> 431 pedestrian- friendly or unfriendly, and opined that the proposed intent or purpose of codifying <br /> 432 styles was not a good idea. <br /> 433 Commissioner Boerigter advised that Mr. Johnston was talking about residential design standard <br /> 434 specifics, that would be addressed later on tonight's agenda, suggesting his comment at that time, <br /> 435 but not part of this specific hearing. <br /> 436 Allison Nicoli, 1349 Ryan Avenue W <br /> 437 Ms. Nicoli expressed concern about the possible expansion of Har Mar Mall; noting the current <br /> 438 residential area enjoyed by the neighborhood, and concerns with increased traffic with such an <br /> 439 expansion, whether or not additional access roads were opened. <br /> 440 Anne Collopy, 3155 Old Highway 8 <br /> 441 Ms. Collopy reviewed the current peaceful, pedestrian friendly nature of her area and expressed <br /> 442 concern that the five -(5) intersection triangle parcel proposed for land use designation as HDR <br /> 443 and potential redevelopment, would seriously impact traffic in a negative sense. Ms. Collopy <br /> 444 advocated keeping the zoning designation as current, R -1. <br /> 445 Peggy Verkuilen, 1123 Sextant Avenue <br /> 446 Ms. Verkuilen opined that it would have been more prudent to have rezoning completed prior to <br /> 447 adoption of the Comprehensive Plan. Ms. Verkuilen sought clarification as to whether existing <br /> 448 easements would remain in place with rezoning. <br /> 449 Mr. Paschke clarified that Ms. Verkuilen was referring to setbacks, not easements; and advised <br /> 450 that the proposal was to change residential sideyard setbacks to five (5) feet throughout the City <br /> 451 of Roseville. Mr. Paschke further clarified that the front and rear yard setbacks remained at a <br /> 452 standard thirty (30) feet; and that the City rights -of -way would not change, nor would property <br /> 453 dimensions change, only regulations within designated zoning districts. <br /> 454 Ms. Verkuilen further addressed concerns that boulevard widths would change, allowing some <br /> 455 current diseased trees and their potential need for removal to go from public to private properties; <br /> 456 and further expressed concern with parking issues created by a group home in their neighborhood <br /> 457 restricting access to their mailbox. <br /> 458 Kathleen Deleo, 1246 W Highway 36 (Sherren Avenue) <br /> 459 Ms. Deleo questioned what this proposed zoning would do to the City's tax base; and questioned <br /> 460 why the proposed name changes for zoning districts. <br /> 461 Mr. Paschke clarified that taxes were based on land use, not zoning; and reviewed current <br /> 462 confusion with multiple districts, and the desire to simplify language to be consistent with the <br /> 463 Comprehensive Plan over the next twenty (20) years. <br />
