38 terrain, anticipating that this process may place an additional 2 -3 month delay on zoning <br /> 539 designation and redevelopment. <br /> 540 Dan Nottestad, 579 Iona Lane <br /> 541 Mr. Nottestad questioned the status of flag lots and whether they were supported by the <br /> 542 Commission and /or City Council, based on his concerns with an adjacent property currently for <br /> 543 sale. <br /> 544 Mr. Paschke clarified that, under the current and proposed zoning ordinance, flag lots were not <br /> 545 permissible without application for a variance. <br /> 546 Eugene Bahnemann, 2656 N Lexington Avenue <br /> 547 Mr. Bahnemann noted that his entire lot had been proposed to change from R -1 to HDR, and that <br /> 548 with the exception of the corner lot (Bike Shop) and one (1) lot owned by the City, the rest not <br /> 549 consistent, and questioned why his lot had apparently been singled out as HDR, when it had <br /> 550 remained designated as R -1 zoning for forty -nine (49) years. <br /> 551 Mr. Paschke noted that the Comprehensive Plan guided that entire area of the Lexington Avenue <br /> 552 corridor, with the exception of the Bike Shop, and the undesignated anomaly property <br /> 553 immediately north (designated black on the zoning map dated May 2010) as HD, and would be <br /> 554 considered under a separate process. <br /> 555 Commissioner Wozniak and Mr. Paschke reviewed the purpose of the revision to the City's <br /> 556 Comprehensive Plan, as mandated by the Metropolitan Council, for inner -ring metropolitan <br /> 557 communities to increase housing density (i.e., multi family housing). Commissioner Wozniak <br /> 558 noted that those areas indicated for redevelopment, or infill development in a community fully <br /> 559 developed such as Roseville, would be along high transportation corridors (i.e., Lexington <br /> 560 Avenue, Snelling Avenue) with improved transit services. Mr. Paschke noted that the <br /> 561 Comprehensive Plan Steering Committee had gone through a two (2) year process for <br /> 562 Comprehensive Plan guidance over the next twenty (20) years in the community, should specific <br /> 563 areas redevelop, providing designation for those areas most appropriate for and meeting high <br /> 564 density needs. <br /> 565 Brian Larson, 182/184 West Skillman <br /> 566 Mr. Larson advised that his property consisted of an owner occupied duplex, and sought <br /> 567 assurances that the proposed zoning remained conducive to that use; as well as seeking <br /> 568 clarification of a small strip of land on the eastern portion of his lot used for right -of -way (Elmer, <br /> 569 Woodbridge, and Skillman). <br /> 570 Mr. Paschke advised that Mr. Larson's main property was designated LDR -2; however, he <br /> 571 advised that staff would need to further research the strip of land being referenced by Mr. <br /> 572 Larson. <br /> 573 Patrick Oden, 1971 Arona Street, Ryan and Arona south end of Har Mar <br /> 574 Mr. Oden questioned the rationale for changing current zoning designations, if not being driven <br /> 575 by Har Mar Mall and if residents were not seeking any current or future changes.
