Ms. Wells endorsed the legal action proposed by Mr. Oden <br /> 589 on behalf of the neighborhood. <br /> 590 Karen Schaffer, 2100 Fairview Avenue N <br /> 591 Ms. Schaffer, speaking as a resident and member of the Comprehensive Plan Steering Committe, <br /> 592 as chan well as identifying herself as part of the minority of that Steering Committee attempting to <br /> 555555555555 <br /> 93 include square footage requirements in business districts to keep outsize development from the <br /> 594 Har Mar neighborhood in particular, noted the robust debate held at the Steering Committee level <br /> 604 <br /> 605 <br /> 606 <br /> 607 <br /> 608 <br /> 595 on these business designations. While Ms. Schaffer recognized and remained unopposed to the <br /> 596 need for metropolitan communities to increase their density, as mandated by the Metropolitan <br /> 597 Council, she noted that tonight's public comment resulted from the final definitions for Regional, <br /> 598 Community and Neighborhood Business zoning designations. Ms. Schaffer noted that the <br /> 599 Steering Committee discussions centered on maintaining the quality of Roseville's retail base as a <br /> 600 leading retail destination, with expansion of some of those areas recommended for Regional <br /> 601 shopping centers. However, Ms. Schaffer note the major debate at the Steering Committee level <br /> 602 that such retail businesses be held at a scale commensurate with adjacent neighborhoods, with a <br /> 603 prime example being Har Mar Mall. Ms. Schaffer opined that it was imperative that the <br /> regulations be defined for Community Business Districts, declaring how big their foot print could <br /> be and how they would retain a scale that would respect the integrity of those adjacent residential <br /> neighborhoods; and encouraged Commissioners to consider the concerns being expressed, and as <br /> a regulatory body, not permit Regional Business Districts to overwhelm those residential <br /> properties. <br /> 609 Lisa Belak, 1390 Skillman Avenue W <br /> 610 Ms. Belak questioned the obligation of the City to comply with the Metropolitan Council. Ms. <br /> 611 Belak noted that quick decisions were made on some properties in the community; however, <br /> 612 noted the overwhelming feeling of the audience about this specific property adjacent to Har Mar <br /> 613 Mall and lack of commitment of the Commission to reconsider that property. Ms. Belak <br /> 614 questioned how the public would be aware of discussions of the Commission following the <br /> 615 Public Hearing and their ultimate recommendation. <br />
