Commissioner Boerigter, however, expressed his <br /> 746 concerns and lack of support of proposed design standards. Commissioner Boerigter was not <br /> 747 supportive of designating the property R -1 in perpetuity based on neighbors attempting to restric <br /> 748 potential redevelopment of the site; however, he did express concern that Har Mar not be allowed <br /> 749 additional access from their site. <br /> III <br /> 750 Commissioner Gottfried noted that the Comprehensive Plan was updated every ten (10) years, <br /> 751 and while 2020 may seem like a long time away, the process would start again in eight (8) years, <br /> 752 with the intent of the Plan to guide long -term development and /or redevelopment with periodic <br /> 753 review. Commissioner Gottfried suggested that, as the zoning code details were developed, <br /> 754 specific as to access could be addressed. <br /> 755 Discussion among Commissioners and staff involved oversight by the Commission on granting <br /> 756 additional access from Har Mar Mall onto Ryan Street and applicable City restrictions, if any, on <br /> 757 such consideration. <br /> 758 Commissioner Best suggested language in the Community Business zoning designation that <br /> 759 traffic could not be funneled into residential streets, only to major arterial streets. <br /> 760 Commissioner Gottfried concurred, opining that language could be drafted for transportation and <br /> 761 related issues more appropriately in the zoning code designations to create equity across the <br /> 762 board, rather than specifically treating Har Mar Mall any differently than any other business with <br /> 763 a Community Business designation. <br /> 764 Chair Doherty refocused the discussion to future development of the site, since it was apparent <br /> 765 from Commissioner discussions that none of them supported access from the Har Mar site into <br /> 766 the residential area. <br /> 767 Commissioner Gottfried opined that developers might not be interested in limited access. <br /> IIIII <br />
