768 Commissioner Boerigter noted that future redevelopment could include bulldozing everything <br /> 769 currently on the site, including a mixed use, with winding internal roads throughout the site; and <br /> 770 reminded commissioners to look beyond the current use as they considered future potential of the <br /> 771 site, as guided by the intent of the 2030 Comprehensive Plan. Commissioner Boerigter suggested <br /> 772 that, if the goal was to guide the land use to something other than a mall, it should be designated <br /> 773 Regional Business, should the current use go away, or be replaced by something more <br /> 774 economically- feasible. <br /> 775 Commissioner Gottfried noted the need for the Comprehensive Plan to be cognizant of the City's <br /> 776 past, what it looked like today, and what it would look like over the next twenty year cycle. <br /> 777 Commissioner Gottfried concurred with Commissioner Boerigter's comment that any current use <br /> 778 may not be in place in the future, including single family uses. <br /> 779 Chair Doherty spoke in support of moving the southern parcels toward Community Business, <br /> 780 with the caveat that he would do everything within his power to limit access into the residential <br /> 781 area. Chair Doherty noted that the property owner had a right, within the rules and regulations of <br /> 782 the City, to develop their property as they saw fit, for its highest and best use, with many <br /> 783 possibilities for redevelopment, including mixed use, and with the potential to look much <br /> 784 different than the current use. <br /> 785 Commissioner Cook spoke in support of leaving the existing Single Family Residential zoning to <br /> 786 ensure no future intrusion into the residential area. Commissioner Cook opined that such <br /> 787 designation would not impact future development plans; however, noted that it could be included <br /> .88 in the anomaly property list to go through the public hearing process. <br /> 789 Commissioner Gottfried, in order to support the Comprehensive Plan process and for consistency <br /> 790 sake, opined that the Commission should rezone the area, and in the zoning rules the language <br /> 791 could be tightened up to protect the interests of both parties. <br /> 792 Commissioner Gisselquist spoke in support of designating the parcels Community Business in <br /> 793 keeping with the guidance of the Comprehensive Plan; providing that the zoning regulations be <br /> 794 put in place to protect both parties, based on public comment. <br /> 795 Commissioner Wozniak spoke in support of guiding the parcels as Community Business, while <br /> 796 being sensitive to the adjacent neighbors and their concerns related to traffic. Commissioner <br /> 797 Wozniak noted that he would not want to see his neighborhood street used for access by a busy <br /> 798 commercial area such as Har Mar; and echoed statements made by other commissioners to ensure <br /> 799 protection to avoid any additional access. However, Commissioner Wozniak did not rule out <br /> 800 access to nearby streets based on other potential redevelopment options and might allow access to <br /> 801 neighboring streets without accessing the entire mall, with potential development on the southern <br /> 802 parcels accessing the surrounding neighborhood rather than the mall itself, but based on <br /> 803 development specific criteria, speaking in support of other types of business uses that would have <br /> 804 great potential in a medium density area. <br /> 805 Commissioner Best spoke in support of the Community Business designation, with zoning code <br /> 6 806 language needing to specifically address Community Business uses meeting residential uses. <br />
