1334 At the request of Chair Doherty, Mr. Paschke advised that as a next step, the City Council would <br /> 1335 discuss adoption of specific requirements for creation of a regulating map and procedure, with <br /> 1336 that process coming back before the Commission for consideration. <br /> 1337 Chair Doherty and Commissioners were of a majority consensus that the City Council be aware <br /> 1338 of the concerns related to the regulating map. <br /> 1339 Mr. Paschke noted that, without the map, there could be no development; and again assured the <br /> 1340 Commission's that their comments and discussion from this meeting would be directed to the <br /> 1341 City Council. <br /> 1342 Recess <br /> 1343 Chair Doherty briefly recessed the meeting at about 7:54 p.m. and reconvened at about 8:06 p.m. <br /> 1344 b. PROJECT FILE 0017 <br /> 1345 Request by the Roseville Planning Division Adopting new regulations for Title 10, Zoning <br /> 1346 Regulations, pertaining to the RESIDENTIAL DISTRICTS <br /> 1347 Chair Doherty continued the Public Hearing for PROJECT FILE 0017 at 8:07 p.m. <br /> 1348 City Planner Thomas Paschke briefly reviewed this request and recommended approval of the <br /> 1349 proposed new text for all Residential Districts in the City of Roseville, adopting new regulations <br /> 1350 for Title 10, Zoning Regulations, pertaining to all RESIDENTIAL DISTRICTS, as detailed in the <br /> 1351 Request for Planning Commission Action dated July 7, 2010. <br /> 1352 Mr. Paschke noted that the proposed draft as periodically revised had been available on the City's <br /> 1353 website since February or March of 2010; and had been heard at the Planning Commission on at <br /> 1354 least two (2) occasions to -date for discussion and modification, with public comment. Mr. <br /> 1355 Paschke noted that staff was advocating the proposed revisions based on a multitude of <br /> 1356 developments post -1959 that were not in compliance with existing code creating a need for <br /> 1357 variances; with related issues and problems, with related maps displayed at previous open houses. <br /> 1358 Mr. Paschke reviewed the major changes contained in Section 4, including refinement defining <br /> 1359 and determining when and where to allow accessory structures (1005.02) throughout the <br /> 1360 document, with a universal term yet to be defined and still elusive; proposed design standards <br /> 1361 limiting the amount of garage door emphasized on street frontage to enhance pedestrian <br /> 1362 environments; design standards for multi family structures; and a modification of dimensional <br /> 1363 standards and setback areas. <br /> 1364 Member Boerigter requested, and fellow Commissioners concurred, that future drafts be provided <br /> 1365 in redlined format to allow comparison from one draft to another for reference. <br /> 1366 Mr. Paschke provided, as a bench handout, attached hereto and made a part thereof, written <br /> 1367 comments from Member Wozniak specific to Residential Districts (Chapter 1005). Mr. Paschke <br /> 1368 reviewed and provided staff responses for Member Wozniak's and members and staff discussed <br /> 1369 the merits of each to reach a consensus. <br />
