" <br />{ ,j.c>', f.t: J / ,,J' <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />May 21, 1979 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Rosevi1le, Minnesota, was <br />held in the City Hall in said City on Monday, May 21, 1979, <br />at 7:30 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Council- <br />men Anderson, Curley, and Kehr; and the following was absent: <br />Councilman Franke. <br /> <br />Also present were Mr. James F. Andre, city Manager; Mr. <br />Roger Jensen of Peterson, Bell and Converse, City Attorneys; <br />Mr. Charles Honchell, City Public Works Director; and Mr. Fred N. <br />Peterson, Jr. of Peterson, Popovich, Knutson & Flynn, City bond <br />consultants. <br /> <br />MAYOR DEMOS: The first hearing tonight is a public hearing <br />for the construction of Snelling Service Road from County <br />Road C-2 to 1200 feet north of County Road C. That's for storm <br />sewer, pavement, sidewalk. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and affidavit <br />of publication on file. <br /> <br />MR. HONCHELL: This project is comprised of actually three <br />different improvements, although they're all going to be done <br />under one agreement and that agreement is going to be with the <br />State of Minnesota as they are moving to construct the frontage <br />road between County Road C-2 and down at what was known as the <br />Fine property where the drive-in currently resides. The actually <br />largest expenditure is going to be for the roadway. It will be a <br />2B-foot roadway with 9-ton design and concrete curb and gutter on <br />each side, and will be the means then of providing ingress and <br />egress to all of the properties along the east side of Snelling, <br />including down into the Fine property as it gets re-developed, <br />and the remainder of the frontage road constructed by the Fine <br />people themselves to match this one. The roadway, however, <br />while it's the largest improvement and costs the most money, <br />from the standpoint of the city, fortunately is being funded by the <br />state so there are no city expenses involved in the roadway proper <br />and no assessments involved. The only cost to the city associated <br />with the work is relocation of existing utilities and those will <br />be picked up in the utility Fund, such as relocating (inaudible). <br />There are going to be improvements, however, associated with this <br />work needed to tie into the remainder of the so-called "big <br />picture" . <br />
