2

As some of you may know, about a month ago the city had a
hearing and ordered the improvement of County Road C-2 from where
the state project ends just the other side of Asbury, all the way
to Hamline. At the same time, they ordered the construction
of the necessary storm drainage facilities to pick up the water
from that whole area, including land to the north. As that water
comes down C-2 it has to have a place to go, and it's proposed that
it would go in a pipe along C-2 to Snelling, down the service road,
picking up (inaudible) of the service road itself and things
like in the middle median out in Snelling, again picking up
catch-basins, and would exit into the existing pond where the
senior citizen high-rise is being constructed. At that time
there would also be a new outlet constructed to the pond that would
be somewhat larger and better able to handle this amount of
water. This improvement includes not only the abutting
property owners, but also those people that drain water that gets
into this facility - at least those-that have never been assessed
before.

At the same time this work is being done, it's proposed that a
sidewalk be constructed, beginning again at the apartment complex,
running directly adjacent to the curb section all the way up to
County Road C-2, and then there would be a handicap drop so
people could continue in that northern direction. That same piece"
of sidewalk ultimately will be extended all the way to County
Road C. With Comten's development that's proposed near County
Road C (inaudible) they will be putting in a similar type concrete
walkway which will bring it most of the way to this parcel and
leaves three now vacant parcels that are expected to develop in the
future which would have their sidewalks at the time of con-
struction per the city code requirement.

This shows the areas proposed to be
sewer assessment Here's County Road C-2.
road would come down, and the apartments.
drive-in currently sets.

included in the storm
Here's where the frontage
Here's where the

As I mentioned earlier, all of this area was included in an
assessment hearing that was held - or an improvement hearing -
that was held earlier to provide for that drainage (inaudible)
anticipated they will be included when assessment time comes.
The area shown in brown comes down to a collection point here at
C-2, goes into that pipe, as do some of these frontage dwellings.
There's a single family and insurance agency here, the church
property drains through (inaudible) into the pond and gets picked
up in the outlet. That's why they are included.

That's really about all there is to the project, other than to
say it's anticipated it would be going to contract this summer
and completed during this construction year.

COUNCILMAN CURLEY: What is that one little brown spot?

MR.
